Theodore R. Mann, chairman of the Conference of Presidents, called on UN Secretary General Kurt Waldheim and U.S. Ambas- sador to the UN Andrew Young to "take no part in this blatant effort to attack the legitimacy of the state of Israel." Mann called the cam- paign — which includes a pro-Palestine Liberation Organization film starring Yasir Arafat to be pre- miered at the United Na- tions on Nov. 29 — "an ef- fort to distort the history of the Middle East, to justify the terrorist slaughter of innocent women and chil- dren and to canonize Arafat as a great hero of national liberation. It is a grievous affront to the cause of peace and an indignity to the American people, whose taxes are paying for 25 per- cent of it." The UN drive is based on a General Assembly resolution last December establishing a "Special Unit on the Palestinian People" with an appro- priation of $500,000. Following a complaint by Labor MP Eric Moonman, chairman of the Zionist Federation, and after hear- ing evidence on his behalf from Jerusalem Post jour- nalist David Krivine, the council said that it was not its function to decide whether the allegations in detail were true but consid- ered that Sunday Times editor Harold Evans had reasonable grounds at the time for believing them. Moonman made his com- plaint to the Press Council following the June 19, 1977 front page report by the Sunday Times' insight team. The articles caused worldwide controversy, and the paper published a strong denial by the Israel Embassy. AJC to Hear Califano, Blum and Kissinger NEW YORK — Health,. Education and Welfare Sec- retary Joseph A. Califano Jr., former Secretary of State Henry A Kissinger, and Yehuda Blum, Israeli ambassador to the United Nations, head the list of na- tional and international ex- perts who will address the annual meeting of the American Jewish Commit- tee's National Executive Council this weekend in Cambridge, Mass. There are bones without meat, but no meat without bones eludes, in addition to the pro-PLO film, the publi- cation of a newsletter and a series of pamphlets. The publicity drive will peak on Nov. 29, which will be celebrated as "Interna- tional Day of Solidarity with the Palestinian People." That date, which marks the 31st anniversary of the UN Palestine Parti- tion Plan, will be marked at the UN by a performance of a Palestinian dance troupe, a photo exhibition on Pales- tinian rights in the UN lobby and a series of speeches in the General As- sembly. Mann said the film "con- dones PLO terrorism by presenting 'moderate' Palestinians who say such attacks are necessary as a `last resort.' " He added: "At a time SMALLEST AD when the Camp David ac- cords have brought about a new spirit, a fresh hope and the real promise of an end to old hatreds and an- tagonisms, it is particularly regrettable that the UN Secretariat should launch an effort that not only does violence to the UN charter but subverts the possibility of progress toward peace."
