ay, I o er Committee to Study Future of Gaza JERUSALEM (JTA) — Premier Menahem Begin has appointed a committee to prepare for negotiations on the future status of the West Bank and Gaza -Strip within the framework of the Camp David agreements. The committee, headed by Dr. Eliahu Ben Elissar, Director General of the Prime Minister's Office, has held several meetings and has set up various working groups, the announcement said. The U.S. Agency for In- ternational Development (AID) has proVided a grant of $1,051,000 to the Consor- - tium for Community Self- Help (CCSH) for its use over a three-year period that will help make available the ex- pertise and technicians of the six Jewish organiza- tions to the poorest nations of the developing world. This grant was signed Sept. 29 in the office of Rep. Clarence Long (D-Md.) chairman of the House Appropriations Subcom- mittee on AID, by Robert Nooter, AID deputy ad- ministrator, and Irving Kessler, the consortium board's acting chairman who is executive vice chairman of the United Is- rael Appeal. Besides the UIA, the consortium members are Hadassah, the Joint Dis- tribution Committee, Pioneer Women of America, American Miz- rachi Women, and the National Committee for Labor Israel. Maurice D. Atkins is serving as temporary executive director of the consortium -until its board selects a permanent staff. LIMA (JTA) — The Human Rights Award of the Latin American - Jewish Congress was presented to Mario Vargas Llosa, a noted Peruvian writer who is president of the Interna- tional PEN Club, at a cere- mony at the Great Synagogue of Lima, or- ganized by the Peruvian Jewish Association. The award, a parchment scroll, was presented to Vargas Llosa by Gregorio Faigon, president of the Latin American Jewish Congress, who made a spe- cial trip from Buenos Aires to Lima for the presenta- tion. Vargas Llosa, who also received a silver plate from Dr. Jacobo Kapilivsky, -president of the Peruvian Jewish Association, deliv- ered the keynote address in which he discussed the meaning of human rights. ship development, Atkins said.
