Its author is the notorious anti-Semitic writer Lev Korneyev, who published a two-part series in July's ass-circulation gonyok" claiming that Zionism is "one of the most dangerous forces of world reaction." "Enemies" is divided into chapters as "Adolf Hitler — Israel's Founder," "Bullets in the Back of the Revolu- tion," "How Dayan Lost His Eye," and "Zionism's Shameful Secrets." It im- agines a worldwide Zionist conspiracy with close links to Nazism. Korneyev asserts that "the Nazi leadership sought to use the Zionists to create in the Middle East a pro-fascist Jewish state," then quotes an al- leged group of Russian Jewish war veterans: "The tragedy of Babi Yar stands not only as the embodiment of the Hit- lerites' cannibalism, but also of the unerasable shame of their ac- complices and followers, the Zionists." Today, Korneyev de- clares, "Zionist agents at- tempt to split off segments of Soviet Jews and turn them into a fifth column in their own country." As part of the present conspiracy, the "CIA has a special Jewish section." "Any state refusing to carry out the or- ders of the Zionist bosses, who seek to operate as a sort of Mafia worldwide, - be- comes the target of espion- age and subversion by the secret services of Zionism and Israel." Meanwhile, the Soviet Union has increased Jewish emigration to its highest annual rate in five years, apparently to indicate a de- sire to improve relations with the United States, the State Department's chief Soviet specialist has in- formed congress. Ambassador Marshall Shulman, special adviser to Secretary of State Cyrus Vance, also reported that while it is "too early to assessthe full impact" of re- cent Middle East develop- ments on Soviet-American relations, the Soviet Union has not given up its goal of a Geneva conference in which it would participate as a co- equal to the United States as co-chairmaii. Shulman testified before the House International Re- lations Subcommittee on Europe and the Middle East on the aftermath of the Camp David summit -con- ference. "What the *Soviet position will be in the long run may depend on the posi- tion of Syria and the Pales- tine Liberation Organiza- tion," Shulman testified. "The Soviet Union has sought to become an active participant in the Middle East negotiations through the convening of a Geneva conference and it has bit- terly expressed its frustra- tions at the"course of events that followed President (Anwar) Sadat's trip to Jerusalem, leading to the Camp David summit meet- ing." The Soviet Union's Jewish emigration rate has climbed to more than 20,000, the highest since 1973 when it was at the peak level of 33,000 Shul- man noted. After the Yom Kippur War, emigration dived to 11,000 in 1974.
