"Without our welfare aid
health programs our people
would be sentenced to
death," Rabbi Moses Rosen,
chief rabbi of Romania,
member of Parliament and
president of the Federation
of Jewish Communities of
Romania, told a group of
American Jewish public re-
lations directors on a
United JeWish Appeal mis-
sion this summer.
"And this would not be
pOssible without the help of
the Joint Distribution
Committee," he added.
The Joint Distribution
Committee had budgeted
close to $3.5 million for pro-
grams aiding more than
10,000 of the 40,000 Jews in
Romania. These funds are
provided mainly by the UJA
through the campaigns of
the Jewish Federation and
Welfare Funds.
Rabbi Rosen estimates
that there are now 40,000
Jews in Romania, spread
out over 68 communities
and organized into the
Federation of Romanian
Jewish Communities.
There are 130
synagogues, of which
more than 70 are in daily
use. There are 12 fully
functioning synagogues
in Bucharest alone.
Of the Jews who re-
mained more than 60 per-
cent are over 60 years of
age. A sadder statistic,
Rabbi Rosen said, was that
only seven percent of the
Jewish population are
under 20.
The federation helps
more than 10,000 of the
needy and the aged: "The
other 30,000 contribute
about five million Lei
($416,500) to the program to
add to the funds provided by
the JDC."
"The educational and cul-
tural programs of the
synagogues are completely
supported by the congrega-
tions," Rabbi Rosen re-
ported proudly. "For this we
are not using JDC funds."
This includes Hebrew
classes for the young people,
' Talmud Torahs for the chil-
dren, choral groups and a
youth orchestra.
There are 11 kosher
restaurants, one in
Bucharest and 10 more in
the provinces, which feed
some 2,500 people daily.
The meals include hot
soup and meat dishes and
for most of the diners it is
their main meal of the
day.
In addition, the restau-
rants provide another 500
meals for the homebound. A
fleet of vans carries the food
to the shut-ins who usually
eat some of it for lunch and
save some for dinner.
About 4,000' receive' wel-
fare vouchers. They also re-
ceive six food packages dur-
ing the year, winter relief, a
clothing allotment and
Passover supplies. Another
4,000 not quite as needy, do
not receive welfare vou-
chers but do -receive the
food, clothing and other
benefits. -

The clothing is purcha§ed
from the government indus-
tries at export prices, this
providing Romania with
urgently needed hard cur-
rency and the federation
with greatly reduced prices.
There are five old age
homes in Bucharest and
two more in the prov-
inces. To provide for the
growing number of
enfeebled aged the JDC
is building a 200-bed
home in a park-like resi-
dential section of
Bucharest.
A socio-medical center
provides medical, dental
and social care for about
3,000 annually.
Matzot, matzo meal and
wine are shipped in by the
JDC.
"The problem confronting
Romania Jewry is leader-
ship," Rabbi Rosen said.
"Ninety-nine percent of the
leadership has disappeared.
Ours is an aged community
but don't be ready to bury us
yet, I can assure you that
there will be a Jewish com-
munity here in Romania for
a long time to come."

Conservative
Rabbis to Meet

LOS ANGELES — The
79th annual convention of,
the Rabbinical Assembly
will be held in Los Angeles
from Jan. 28-Feb. 1.
This will be the first time
that the Assembly, the
policy-making body for
world Conservative
Judaism, has convened
away from the East Coast.
According to the conven-
tion's chairman, Rabbi
Jacob Pressman of Temple.
Beth Am, Los Angeles, it
will consider a number of
major issues, including the
ordination of women as rab-
bis.
A key element in this dis-
cussion will be a report,
"The Status of Women,"
from Rabbi Gerson Cohen,
chancellor of the Jewish
Theological Seminary.

Economic Boom
Is Not Expected

JERUSALEM (ZINS) —
The deputy director of Is-
rael's state bank, Dr.
Eliezer Shafer, has issued a
warning against exagger-
ated hopes in the event of
peace with Egypt. Shafer
points out that, in general,
Israel produces for affluent
markets.
The Egyptians, said
Shafer, "do not need our
diamonds, or our agricul-
tural products, flowers,
fashion goods, or compli-
cated electronic devices."
He bases his view on Is-
rael's experiende in trade
with the African countries
and lands of the Far East, as
for example, Thailand and
the Philippines. These last
named nations purchase
very little'from Israel.
In the best of circum-
stances, says Shafer, Israel
could enjoy its geographic
proximity to Egypt and act
as a shipper of building
materials with a savings in
transport.
