Kollek Supports Separate Units
for Israel-Controlled Jerusalem

JERUSALEM (JTA) —
Mayor Teddy Kollek said
Saturday that he agrees
with Egyptian Deputy
Prime- Minister Hassan el
Tohami as to the establish-
ment of separate municipal
councils in Jerusalem, but
cautioned that this was on
condition that Jerusalem
remain under Israeli sover-
eignty with one mayor.
In an interview with a
Maariv correspondent in
Rabat, Tohami had said
that Egyptian President
Anwar Sadat promised the
U.S.- and Israel that the Is-
raeli capital would remain
united and that the solution
would be the establishment
of two separate municipal
councils — one Arab and
one Jewish — which would

Racial Job Statistics Opposed

WASHINGTON — Three
Jewish organizations told
the Equal Employment
Opportunity Commission
(EEOC) last week they op-
posed a plan requiring em-
ployers to identify job appli-
cants individually by race,
sex and ethnic origin.
Nathan Z. Dershowitz,
director of the American
Jewish Congress Commis-
sion on Law, Social Action
and Urban Affairs, testified
before a hearing of the
EEOC on behalf of his
organization as well as the
American Jewish Commit-
tee and the Anti-
Defamation League of Bnai
Brith.
Proposed EEOC regula-
tions requiring that every
person applying for a job in
private industry or gov-
ernment be identified by
color, sex and ethnicity
would "institutionalize
practices which are fraught

with dangers of increase
discrimination," Der
showitz said.
Under existing regula-
tions, he said, only aggre-
gate statistics on the race,
sex and ethnicity of job
applicants are required.
Dershowitz stated, "The
failure of current law to in-
clude any requirement that
employers keep lists of em-
ployees or applicants indi-
vidually identified by race
is not pure happenstance.
The elimination of racial
and ethnic inquiries on ap-
plication forms and from the
hiring process generally
was a prime objective of the
civil rights movement in the
past."

The organization for Re-
habilitation through Train-
ing is responsible for one-
third of all technical and
vocational training in Is-
rael. -
