The composition of Is-
rael's negotiating team will
be decided by the Cabinet at
its regular session this Sun-
day. It is expected to include
senior ministers and other
top-level officials and ad-
visors. The negotiations, to
be conducted on the
ministerial level, are aimed
at reaching agreement for a
peace treaty to be signed by
Israel and Egypt by the end
of the year or sooner. The
talks could begin directly
after Rosh Hashana with
the arrival in Egypt of an
Israeli military delegation
to negotiate the military
aspects of Israel's with-
drawal from Sinai.
The committee will have
the task of- drawing the
exact lines that will divide
Sinai into several zones — a
limited forces zone, a de-
militarized zone, a United
Nations controlled zone —
and of establishing the sites
for early warning systems
and stations to be manned
by American civil person-
nel.
Other problems in-
volve arrangements for
aircraft flights over Sinai
and the navigation of
shipping in Sinai waters,
including the Suez Canal.
But the main issue will be
the establishment of a
timetable and contingent
arrangements for Israel's
two-stage military with _ -
drawal from Sinai.
The first stage will pull
Israeli forces back from
their present lines to the El
Arish-Sharm El-Sheikh
line in eastern Sinai. The
second pullback will be to
the old international border
that separated Egypt from
'mandated Palestine. Under
the Camp David agree-
ments, the final stage,
which entails the removal of
Israeli settlements and air
fields, will take place near
the end of the third 'ear
after a peace treaty is
signed.

Adopts Format
on Zionist Role
WASHINGTON — Dele-
gates to the first national
assembly of ARZA — Asso-
ciation of Reform Zionists of
- America — adopted an un-
precedented statement of
Zionist ideology and com-
mitment for American Re-
form Jews.
The document, which was
approved by the 250 dele-
gates from communities
throughout the country,
commits ARZA to programs
in promoting aliya, Judaic
and Hebraic education and
the application of Jewish
moral values within the
World Zionist Organization
and the state of Israel.
Rabbi Roland B. Gittel-
sohn of Boston was unanim-
ously elected ARZA's first
president. Rabbi Ira S.
Youdovin of Westfield, N.J.,
is executive director. The
organization is affiliated
with the Union of American
Hebrew Congregations.
