Sadat's "inclination to corn-
promise!'

the American Ambassador
to Senegal and Gambia,
Herman J. Cohen, made
during a brief visit to Paris.
Cohen stressed that
President Leopold Senghor
of Senegal and King Hassan
II of Morocco are key figures
in promoting moderationin
troubled Africa and particu-
larly in supporting the
American initiative
towards the easing of ten-
sion in the Middle East.
Cohen, a native of the
Bronx, N.Y., and a son of
a Jewish shopkeeper, is a
career diplomat who for
many years occupied im-
portant positions in the
American Embassy in
Paris. Since 1963 he
served in Rhodesia,
Uganda and Zaire, and in
-July 1977 was appointed

(Senegal) and Banjul
(Gambia).

According to Cohen, Sen-
ghor looks hopefully for the
opportunity of resuming
diplomatic relations with
Israel and maintains unin-
terrupted friendly contacts
with the leaders of the Is-
raeli labor movement.
Only recently former
Premier Shimon Peres was
a personal guest of Senghor.
The Israeli economist,
Joseph Golan, is still an ad-
viser of the government of
Senegal and is a frequent
visitor to Dakar.
The Palestine Liberation
Organization maintains an
office in Dakar, headed by
Dr. Assam Sartawi, consid-
ered a moderate in the
entourage of PLO chief
Yasir Arafat. While estab-
lishing an office in Dakar,
the PLO was warned by the
government that they will
be expelled from the coun-
try at the slightest incident
caused by their ,activities,
Cohen said.
The press in Senegal is
supporting the idea of an
independent Palestinian
state on the West Bank
and Gaza, but stresses
the necessity for
adequate guarantees for
Israel's independence
and secure borders.
The support for the PLO
in the press of Senegal is in
sharp contradiction to the
alarming headlines about
the danger of Soviet infilt-
ration in Africa, thus ignor-
ing the incontestable fact
that the PLO serves as the
Soviet proxy in the Middle
East, the Ambassador ob-
served.
Cohen related that at a
recent conference of the
foreign ministers of 50 Is-
lamic countries, held in
Dakar, the resolution cal-
ling for the establishment o i•
a Palestinian state was co i
siderably Modified in i
anti-Israeli stance due to
the intervention of Senghor.
Speaking about life in
Sengal, Cohen stressed' that
among the population of
over six million, only five
percent are Christians. The
Christian minority, how-
ever, occupies key positions
in the government and Sen-
ghor, himself a Catholic,
enjoys great popularity
among the predominantly
Moslem population.
According to Cohen, there
are only two Jews in Dakar:
one is a member of the City
Council, and the other is a
merchant of' Greek origin
who asks - Jewish touris"cs
passing through Dakar to
have a minyan for services
on the High Holy Days . in
his home.
Spitzer Is Elected National
President of Bnai Brith
NEW ORLEANS (JTA)
— In the closest and most
hotly contested presidential
election in Bnai Brith his-
tory, Jack'J. Spitzer of Seat-
tle, Wash., defeated Herbert
D. Setlow of New Haven,
Conn., in a run-off vote. The
election took place at the
Bnai Brith biennial conven-
tion.
Spitzer, a banker by pro-
fession, has been involved
in Bnai Brith activities for
more than 40 years. He was
first associated with Bnai
Brith in its youth organiza-
tion, serving as interna-
tional president of Aleph
Zadik Aleph, the boys' com-
ponent, in 1938-39.
He has been a member of
the international board of
governors of Bnai Brith for
many years. For the last
several years he has also
been chairman of Bnai
Brith's fund-raising
cabinet.
Spitzer also is a
member of the board of
the National Conference
on Soviet Jewry, the
American Joint Distribu-
tion Committee and the
executive committee of
the Baltimore Institute of
Jewish Communal Serv-
ice. He was a board
member of the JewiSh
Federation-Council of
Greater Los Angeles.
Meanwhile, immediate
past president David M.
Blumberg proposed a
structural overhaul which
would allow men and
women members the option
of exchisivity or integra-
tion.
He endorsed the concept
of a decentralized Bnai
Brith with "diffusion of
authority" 'and "resistance

to oligarchy" as steps to re-
solve some of them. In his
final state of the order ad-
dress to the biennial con-
vention, Blumberg also
warned against a "we/they"
syndrome blossoming
among North American dis-
tricts, overseas districts,
agencies and Washington.
He also urged the conven-
tion to approve an increase
in annual dues beginning in
1980 to reduce Bnai Brith's
debt and diminish the rav-
ages of inflation on the
organization's programs.

voted to establish an In-
ternational Israel Lodge
which would permit all .
Bnai Brith members in
any nation but Israel to
enroll. The assessment or
$25 in annual dues would
be ' used to fund Bnai
Brith projects and pro-
grams in Israel.
Sol Moss of Michigan was
elected to the International
Board of Governors of Bnai
Brith. Thirty Metropolitan
Detroit Bnai Brith leaders
attended the convention in
New Orleans.
