Burns says he tried to con- vince the Nixon and Ford administrations to break the OPEC price cartel but that Henry Kissinger blocked his efforts. "You can exert economic pressure by restricting cer- tain exports that are essen- tial to the economies of those countries," Burns said in a recent interview with Business Week. "I felt at the end of 1973 that we ought to move rapidly in that direc- tion and likewise exert political pressure. "I felt then that by hold- ing up certain exports of machinery, planes and mili- tary .equipment something significant could be achieved," Burns added. "I later recommended to President Ford right after the 1976 election that he send Vice President Roc- kefeller and that he try to get Mr. Carter to permit Mr. Mondale to join Rockefeller ALL THE NEW FALL STYLES ARE HERE! President Ford took that seriously. But Kissinger talked him out of it." Burns said he was "very critical" of the Ford Administration on the ground that it didn't do enough to bring down oil prices. "The Carter Administration may de- serve criticism as well," he noted, "but I'm not ready to offer it because I'm less well informed about political factors than I was during the Ford days." Burns' com- ments marked his first public criticism of any of the three administrations he worked in. "What we have been doing since (1973) is when OPEC raises its prices by only five percent we con- gratulate them and get down on our knees and thank them for being so considerate," he said. After the publication of the Burns interview,„ a spokesman for Kissinger said the former secretary of state had no knowledge of efforts by Burns to break OPEC's prices; the spokes- man also said Kissinger had- no recollection of an at- tempt by Burns to get the Ford Administration to work with Carter on initiat- ing talks with OPEC. • • • • • • Israelis Arrest Terrorist, Partner JERUSALEM (JTA) — An Arab terrorist and his collaborator were arrested after the terrorist was in- jured when the bomb he was preparing to place in the Old City. exploded prema- turely.
