Anti Boycott Laws Urged for Netherlands

Netherland's House of
Representatives in The
Hague has been told that
since the United States ap-
proved passage of anti-
boycott legislation its trade
with Arab countries has not
diminished but in fact has
increased considerably.

are intent upon increasing
trade," he cited the example
of U.S. exports to Saudi
Arabia which rose steadily
from $1.5 billion (excluding

contracts) in 1975 to about

Total U.S. exports to
Arab countries, he said,
rose to $8.16 billion in
1977 from $7 billion in

ticipating in the economic
boycott of Israel have begun
to accommodate themselves
to the new U.S. law," Fors-
ter said he hopes similar
legislation in other coun-
tries "will close the door on
the diehard Arab countries
such as Syria, Iraq and
Libya and those Arab corpo-
rations which persist in vio-

Wins Battle for Hospital Job

NEW YORK (JTA) — A
Sabbath observing- nurse,
originally denied full-time
employment by a hospital
because she could not work
on the Sabbath, was hired
by the hospital after a foil
year legal battle, according
to the National Jewish
Commission on Law and
Public Affairs.

countries' nationals with
secondary and tertiary
boycotts."
In his testimony, Forster
stressed that his agency has
no objection to the Arabs
trading with whomever
they please as a matter of
right. "What is opposed,
however, is the right of the
Arabs to dictate to Ameri-
can businesses with whom
they may or may not trade."
If similar laws are passed
in other countries, he said,
the Arabs will be compelled
to desist from these unethi-
cal, trade-restraining tech-
niques.
Forster pointed out
that anti-boycott meas-
ures in one form or an-
other have been adopted
in West Germany, France
and Canada, as well as
the United States.
In addition, each EEC
country can join in interna-
tional action against the
Arab boycott, he observed,
because as a restrictive
trade practice it violates the
competition rules of the
European Economic Com-
munity embodied in Arti-
cles 85 and 86 of the Treaty
of Rome.

Howard Zuckerman,
COLPA president, said Mrs.
Harriet. Gross of Staten Is-
land, applied for a full-time
post as a registered nurse in
March 1974 at St. Vincent's
Hospital on Staten Island.
Hospital officials offered
her a part-time job, contend-
ing that.they could not ac-
commodate to her Sabbath
needs. They told Mrs. Gross
that the offer of two or three
days a week on a per diem
basis would resolve the
Sabbath problem.
COLPA's position was
that if Mrs. Gross had not
been a Sabbath observer,
she would have received
a full-time job of 40 hours
a week with full benefits,
none of which she would
have received under the
per diem proposal.
After hospital officials
decided to engage _Mrs.
Gross on a full-time basis,
negotiations began to de-
termine the amount of back
pay to which Mrs. Gross is
entitled, dating from the
date the hospital refused
her full-time employment
Zuckerman said.

Italy, Zeev Shek, and Egyp-
tian Culture and Informa-
tion Minister Elsawi shook
hands at the Vatican Mon-
day and wished each other
success for the Camp David
talks.

Pope John Paul the day
after his investiture. The
brief encounter came after
their audiences with the
Pope.

Forster pointed out that
the EEC Commission
should implement this pol-
icy by ordering firms to
cease prohibited boycott
practices and, if necessary,
impose fines.

He also noted that the
bilateral Association
Agreements between the
EEC and a number of Arab
countries contain non-
discrimination • clauses
which provide a ready basis
for anti-boycott action
through joint committees
created to administer the
bilateral treaties.
