The document was adopted by an 88-4 vote with Austria, Sweden, Switzerland and Finland voting against it. San Marino and Malawi abstained. The United States and Israel had not participated in the two- week conference because it included the 1975 General Assembly resolution equat- ing Zionism with racism. The resolution, which was drafted by African delegates who were sup- ported by the Arab and East European blocs who had earlier wanted a stronger condemnation of Israel, said the conference "proclaims its solidarity with the Palestinian people in their struggle for liberation and against racial discrimina- tion." Coleman said Harriman's remarks completely ignore and misinterpret the facts, and he explained: "In 1975, when the General Assembly of the UN resolved that 'Zionism is a form of racism and racial discrimination,' the American Council for Judaism, along with Americans of all faiths, re- jected this patently hostile and destructive judgment, and in doing so they ex- pressed and confirmed democratic principles which have been part of our -American life from the na- tion's beginnings." Coleman continued: "I firmly believe that it was a feeling for this rejection that inspired the present decision by the U.S. to re- fuse- to participate in the World Conference. To attri- bute other reasons to the government's action — and especially reasons which imply that Jews are a prob- lem in the United States, or that they are too strong — is to make irresponsible, un- true and agonizingly dangerous remarks and im- plications which must be immediately challenged." Rally for USSR Jews nary of America is opening courses, tuition free, to members of the Rabbinical Assembly. Begin called on the Soviet government to allow Soviet Jews to emigrate to Israel and to cease its policy of de- priving prospective immig- rants of the right to work. "You shall not succeed. in eliminating the re- newed Zionist movement in Russia," Begin de- clared. "You will bring on yourself difficulties if you continue to maltreat our people. Let my people go to the Jewish state and free the Prisoners of Zion." He also called on Jewish youth the world over not to rest and not to remain quiet but demonstrate wherever there is a Soviet Embassy of Mission "in the name of the Human Rights Charter and the Helsinki Declaration." Begin devoted part of his address to greet Israel Zal- manson in the audience. Zalmanson, who arrived in Israel earlier this month, spent eight years in Soviet jails following the first Leningrad trial in 1970.
