More than 150 American
companies are presently
operating in Israel. They
find that they can make a
high return on their in-
vestment.
Israel is actively seeking
and encouraging American
investment. The business
climate for new ventures is
encouraging. There is a
commitment to less gov-
ernment in business and a
chance for the free
enterprise system to ex-
pand. Efforts are being
made to overhaul and
streamline the investment
process.
The Israel government
encourages development
of projects which will re-
sult in exports or which
will provide import sub-
stitution. It also
encourages development
of science-based indus-
tries by providing desig-
nated projects with di-
rect financial benefits,
research support, and
aid in establishing indus-
trial parks.

nomic Community has
abolished tariffs on indus-

rael to nine European
Common Market countries.
This means a duty-free
competitive edge in a giant
260 million people market
for products made in Israel.
On Jan. 1, 1976, Israel
became eligible to sell
more than 2,700
categories of goods to the
United States, duty free,
under the U.S.
Generalized System of
Preferences. This pro-
vides an opportunity for
American companies to
manufacture products in
Israel to be shipped to the
United'States duty free.
Israel's total population
was 3.65 million at the end
of 1977. The labor force,
about 1.2 million, has a high
percentage of technically
and academically trained
people. The literacy rate is
over 90 percent.
Wages are approximately
half the U.S. scale and Is-
rael's labor cost per unit of
industrial output is steadily
decreasing in comparison to
those of the world's six
largest industrial nations.
Most Israeli engineers and
technicians are familiar
with the state of the art of
American technology.
Many have had advanced
training in the United
States.
Israel recently passed a
law which allows American
companies, operating
industrial plants in Israel,
to offset the cost of devalua-

conservation classes lead-
ing to a certificate of techni-
cian specialist in the field
will be offered by the ORT-
Israel network beginning
with the 1978-79 school
year.
The 90-hour program will
be open initially to electri-
cal engineering students at
the Syngalowski Center in
Tel Aviv, then integrated
into electricity and
engineering departments in
other schools. Plans are to
develop a full-time, two-
year curriculum which will
lead to the degree of energy
conservation engineer.
