In Washington, nearly
60 Congressmen intro-
duced a resolution urg-
ing President Carter to
convey to Soviet au-
thorities a U.S. request to
reunite Isaac Zlotver, a
retired Soviet engineer
dying of cancer, with his
family in Israel.
The chief sponsor and or-
ganizer of the resolution
was Congressman Newton
I. Steers, Jr., (R-Md.).
Zlotver, 59, originally
applied for an emigration
visa in December of 1974
with his wife Dina, a Soviet
state physician. Their peti-
tion, however, was denied
on the grounds that Zlotver
held a "secret" job 11 years
earlier. The couple con-
tinued to apply for visas at
regular intervals (applica-
tions may be made every six
months) only to be denied
exit rights on the same
grounds.
In July of 1977, Mrs.
Zlotver died of cancer.
Zlotver's emigration peti-
tions have continued to be
rejected — most recently on
May 17.

•Those who came from
Moscow were refused
visas. The 16 who did get
visas will be limited in
their travel to the Mos-
cow region and to par-

Jews who were among
those receiving the re-
stricted visas were Jews
who had not lived in
Moscow prior to their
emigration to Israel.

In support of the Israeli
geneticists, members of the
American delegation have
decided that, while they will
not boycott the congress,
they wiil not read their pap-
