Jewish Agency as a unify-
ing force in Jewry, Fisher
acclaimed the current ef-
forts as marking "a new
chapter in the partnership
of Jewry with Israel." He
gave credence to the efforts
to be exerted in the "Project
Renewal" which the Jewish
Agency has just inaugu-
rated. Addressing himself
to Prime Minister
Menahem Begin, who was
in the audience as his ad-
dress was being delivered,
Fisher said:
"Mr. Prime Minister, a
year ago, in this very As-
sembly, you challenged us
to abolish want and depri-
vation in the Jewish state.
Tonight, I am proud to an-
nounce that world Jewry
stands united behind this
great moral enterprise. We
are calling the reabsorption
of these 45,000 families Pro-
ject Renewal, because it is a
renewal of life. For we know
that we hold in our hands
the power to do in Israel
what. no other society has
ever accomplished. Yes,
there are imperfections.
"Yes, we have not
worked out every
monitoring procedure,
nor can we guarantee
timetables now. But as I
said before, doesn't it say
something about our
character and values as a
people, that men of vision

"Fellow delegates, sure
there will be mistakes, but
men of commitment will
solve them. The future of Is-
rael is at stake! That's why
men of responsibility are
supporting this project, and
giving of themselves.
"And that's why, Mr.
Prime Minister, I can tell
you that the United Jewish
Appeal and Keren Hayesod
have already begun to raise
special funds for Project Re-
newal. As chairman of the
Agency's board of gover-
nors, I can tell you, that the
Jewish Agency will be
ready to implement Project
Renewal in all its phases.
"What Project Renewal
will mean for Israel's sons
and daughters, Jewish re-
newal must come to mean
for our children groping for
their identity. Our children
must learn to speak Heb-
rew, the language of our
forefathers, and know this
land and all its traditions,
and out of this, will come in-
creased aliya. That's why I
believe all Jewish com-
munal workers, profession-
als, lay leaders, in fund rais-
ing, young leadership, wo-
men's divisions, all be re-
quired to study their Jewish
roots here in Jerusalem, as
requisite for entry into
Jewish leadership. Yes,
these are some elements of a
new Zionism. And in time,
Project Renewal will come
to symbolize this new
philosophy, reflecting the
Jewish Agency's willing-
ness to do, to dare, to
change. This my friends, is
the essence of the partner-
ship between the people of
Israel and world Jewry.
"Eighty years ago,
Theodor Herzl said, 'I
once called Zionism an
infinite ideal. For even
after we attain Israel, it
will not cease to be an
ideal. For Zionism in-
cludes not only the aspi-
ration for Israel, but our
aspiration for spiritual
perfection.' Tonight, as
the Assembly draws to a
close, I see a new Zionism
in continuity with Herzl's
ideal. I see a Zionism con-
ferring membership on
all who fulfill its ideals. I
see a Zionism inspiring us
to aid, to give, to serve. It
is a Zionism of the deed,
for only through deed, do
we become aware of our
potential, and our power.
'Yes, I see a Zionism
rooted in the dignity of man,

the worth of every indi-
vidual, a Zionism that af-
firms that no Jew can sepa-
rate himself from this noble
adventure. I see a Zionism
embracing all, shaping and
strengthening Jewish life.
A new Zionism — a Zionism
of the heart, of the mind and
of the deed."
Recalling the notable
achievements of the Zionist
pioneers, Fisher em-
phasized a continuity in his-
torical endeavors and de-
scribed his view of the "New
Zionism" now being pur-
sued by the Jewish Agency
by stating:
"My good friends, in the
deepest sense, we are all
Zionists. Today, there is a
new Zionism. I think we saw
it, and could sense it, and
feel it this week. It is a new
Zionism of the heart, of the
mind and of the deed. It is a
new Zionism in which all
Jews hold membership.
"This new Zionism is
rooted in appreciation
for what this generation
has accomplished. For
what the World Zionist
Organization has
achieved. And for what
has come to pass. But this
new Zionism is all-
inclusive. It includes all
of us. It unites a new gen-
eration of Jews from Los
Angeles, Toronto, Lon-
don and Johannesburg,
with the people of Israel.
"This new Zionism of the
heart, of the mind and of the
deed, is given expression in
what we do collectively
through the Jewish Agency.
The Jewish Agency has
come to be the largest single
instrument for the Jewish
people to find expression for
their deepest aspirations in
Israel. A Jew can express
himself in many ways. But
to work together, to be to-
gether, and to be part of a
collective purpose — a pur-
pose rooted in commitment
and deed fulfillment and ac-
tion — this is what the
Agency today represents.
"It is the ultimate expres-
sion of the chain, that im-
mense and magnificent
chair, that stretches from
one end of the earth to the
other, linking together the
Jew who cares, with the Jew
in need; the Jew who feels,
with the Jew in distress.
What we did this week was
to chart a new course for
this Agency of ours, giving
concrete expression to what
we mean by a new Zionism.
"If there are unsolved
problems in immigrant ab-
sorption, if there are uncon-
quered pockets of poverty, if
there are unanswered ques-
tions of housing, of educa-
tion and social integration,
we will respond, bringing
together all the richness
and diversity, talent and re-
sources of our leadership
and our communities. Its a
sense of Jewish renewal. Its
a sense of building and
charting a course for tomor-
row."

In Key West, Florida, tur-
tle racing is prohibited
within the city limits.
