May Bargain
Without a Union

NEW YORK — A federal
appeals court has ruled that
Yeshiva University does
not have to bargain with a
faculty union because the
faculty members can be
considered managerial per-
sonnel.
The decision, which could
exert a significant influence
on labor relations in higher
education, was issued in
Manhattan last week by the
United States Court of Ap-
peals for the Second Circuit.
The court rejected a peti-
tion to require Yeshiva
University to recognize a
union elected to represent
faculty members.

TORONTO (JTA) — The
Canadian Academic Foun-
dation for Peace in the Mid-
dle East has published the
premiere issue of its bi-
monthly magazine on con-
temporary Middle East af-
fairs called "Middle East
Focus."

Rosalyn Carter reaf-
firmed her interest in the
fate of Russian Jewish dis-
sidents and assured rep-
resentatives of Congres-
sional Wives for Soviet
Jewry of support for the
cause in which 80 members
have been enrolled. The
membership includes wives
of members of both houses of
Congress.
Meeting with President
Carter's wife at the White
House were Mrs. James
(Paula) Blanchard, wife of
the Oak Park Con-
gressman; Mrs. Harrison
Williams, New Jersey; Mrs.
Howard Metzenbaum,
Ohio; Mrs. Joanne Kemp,
New York; and Mema Wal-
lach, representative of the
National Conference for
Soviet Jewry.
Mrs. Blanchard told of a
meeting she and Con-
gressman Blanchard had
several days ago with
emigres from Russia, Arno
and Celia Sosenky, who now

House a lengthy state-
ment from the Sosenkys
describing the tragic
plight of Russian Jewry
and detailing their own
experiences. She read to
Mrs. Carter this state-
ment in the Sosenkys' let-
ter:
In spite of all these
obstructions people don't
give up and continue a long
hard fight for their right to
emigrate. If the Western
world did not support and
sometimes lead) this strug-
gle we would not be able to
write you this letter now.
"Our hearts' are full of
thanks to those people who
helped us and other
thousands to get out from
this inhuman regume.
Some days ago we got a let-
ter from a former student
who wrote: 'I understand
Jimmy very well.'
He is not the only per-
son who connects the
name of President Carter
with their hopes for a free
future, because Presi-
dent Carter is the first
American President
whose official policy in-
cludes the struggle for
human rights.
"We ask the Lord to give
him enough strength to con-
tinue this hard battle for
humanism."
Mrs. Carter accepted an
invitation from the delega-
tion to participate in a con-
ference of the entire mem-
bership of Congressional
Women for Soviet Jewry in
Washington in September.
