Dr. Goldman served as Jewish Agency's American section at the time. He is quoted by Acheson as say- ing the situation had im- proved because his rival, Rabbi Abba Hillel Silver "was out of the picture and likely to continue so." Acheson's memoran- dum continued: "Dr. Goldmann thought that he could, therefore, de- vote more time to rela- tions between the Ameri- can Jewish community and the State Depart. ment. "He said that, in the past, he had been successful in stopping pressure on the department by various Jewish organizations con- cerned over developments affecting the Palestine situ- ation." Gruen, Middle East director of the Ameri- can Jewish Committee, chaired a panel discussion on the Sephardic contribu- tion to Hispanic civiliza- tion, and gave a paper on "Recent Developments in Spanish-Jewish Relations," at the Mediterranean HI Conference held in Bar- celona, Spain this week. In his paper, Dr. Gruen paid tribute to the tireless efforts of the late Angel Sagaz, Spain's ambassador in Cairo, in obtaining the release and emigration of several hundred Egyptian Jewish men who had been imprisoned by the Nasser government during the Six-Day War in 1967. Under instructions from the Spanish government, Sagaz extended Spanish protec- tion and citizenship to Egyptian Jews who were stateless or forced to re- nounce their Egyptian na- tionality as a condition for permission to leave the country. Dr. Gruen also surveys the increasing openness of Spain in recent years to de- velop cultural and scientific contacts with Jewish groups around the world, including Israel. However, Dr. Gruen notes that despite the pluralistic approach to re- ligious and political life that has been fostered by King Juan Carlos in the post- Franco era, Spain still has not established formal dip- lomatic relations with Is- rael. Dr. Gruen points out that this stance, appa- rently prompted by Spain's dependence on Arab oil, investment and political support, runs counter to the new Spanish poli- cy of establishing rela- tions with all states irres- pective of their ideology and which has resulted in the renewing of ties even with Communist China, the Soviet Union and Cuba. Jacobo Kovadloff, South America director of AJC, spoke on "The Sephardic Presence in Latin America Since the Spanish Con- quest."
