The Knesset adopted by a
vote of 68-37 the govern-
ment's position on peace
negotiations, a comfortable
margin, and decisively re -
jected alternative proposals
by Labor and other opposi -
tion factions. The Align -
ment proposals were de -
feated 64-32.
Begin reported to the
Knesset the Cabinet deci-
sion to reject Sadat's re-
quest for a unilateral ges-
ture of goodwill by Israel
such as the return of El
Arish in Sinai and Mt .

Sinai to Egyptian civil
administration. He told
the MKs that he sent a let-
ter to Sadat ruling out
any one-sided move "as
out of the question."
Begin said he proposed
insetad that negotiations be
continued, alternating bet-
ween Jerusalem and Cairo
or Haifa and Alexandria or
anywhere Sadat chooses.
He said that if the Egyptian
President agreed, Israel
would offer to return El
Arish and Mt. Sinai in ex-
change for a "permanent
agreement on peaceful
negotiations in a certain
area." He did not elaborate.
The foreign policy debate
was marked by personal at-
tacks, the result of last
week's charges by Labor
that Begin was physically
and mentally unfit. Labor
leaders over the weekend
privately admitted that
those attacks on Begin had
probably backfired, and
that Labor would criticize
policies, and not per-
sonalities, in the future.

MIAMI — A federal judge
ruled Wednesday that 71-
year-old Feodor Fedorenko,
who entered the U.S. illeg-
ally when he concealed the
fact that he was a guard at
the Nazi death camp at
Treblinka, could keep his
U.S. citizenship.
U.S. District Judge Nor-
man C. Roettger ruled out
the testimony of former
camp inmates who were
brought from as far as Is-
rael. They had testified that
Fedorenko had beaten and
kilted - newly-arrived Jews
at the Polish camp.
Fedorenko said that wit-
nesses mistook him for a
Nazi guard who closely re-
sembled him. Judge Roett-
ger ruled that the witnesses'
testimony was prompted by
conversations among them-
selves or by Israeli police
investigators.
