The JDC tradition of supporting yeshivot in Israel goes
back to 1914, when World War I broke out leaving the
Yishuv in Palestine — which was at that time under Tur-
kish rule — isolated from the Jewish communities in Rus-
sia and other European countries which were the main
providers of financial support for these houses of religious
learning. A dramatic appeal was cabled on Aug. 31, 1914 by
Ambassador Henry Morgenthau, the U.S. Ambassador to
Turkey, to American Jewish philanthropist Jacob Schiff,
urging immediate aid by American Jewry to the Yishuv.
The JDC leaders lost no time in responding to the call.
Since then, the yeshivot have become an important part of
the JDC relief program in Palestine and continue to be such
a part to this day in Israel.

OLDEST JDC OPERATION: The tradition of the JDC
to help the yeshivot in Israel thus continues unbroken for
more than 60 years. This operation is the oldest and most
continuous in the JDC history. It is now being conducted
under the ditection of the JDC Religious-Cultural Commit-
tee of which the venerable Orthodox rabbi, Dr. Leo Jung, is
chairman. The committee, an advisory body, is composed of
leading American Jewish educators and rabbis.
• When yeshivot were transplanted from Europe to Israel,
as a result of the Holocaust, the JDC helped them re-
establish themselves in Israel. When Jewish emigration
from the Soviet Union to Israel started, the yeshivot in
Israel — with aid from JDC — developed special programs
to provide religious instruction to the new arrivals. Several
hundred newcomers from the Soviet Union are today enrol-
led as students in the programs. It is expected that some of
them will become spiritual leaders who will concentrate
mainly on immigrants from Russia.
The JDC also creates opportunities for yeshiva students
to learn vocational skills if they are not planning to become
religious functionaries.

Students Discuss
Aliya Decision

JERUSALEM (JTA) —
Premier Menahem Begin
and three other ministers
have announced they will
decline an 80 percent salary
increase awarded them by
the Knesset Finance Com-
mittee. The committee
proved the hike for minis-
ters, their deputies and
judges.
Experts said the increase
would cause a "domino" ef-
fect, with deputy ministers,
Knesseters and top civil
servants almost au-
tomatically following in
line to receive the same
hikes.
Finance Minister Simha
Ehrlich contended that de-
spite the committee's deci-
sion, the government would
be able to maintain its wage
policy with a proposed na-
tional ceiling on wage rises
of 15 percent.
The other three ministers
who declined salary hikes
were Deputy Premier
Yigael Yadin, Agriculture
Minister Ariel Sharon and
Minister-Without-Portfolio
Haim Landau. Observers
expected other ministers to
