Michigan Senator Donald
Riegle told the Senate that
the U.S. should delay plac-
ing any Strategic Arms
Limitation Treaty before
the Senate until the Soviet
Union demonstrates its
commitment to previous ag-
reements concerning
human rights.
Riegle said, "I cannot im-
agine a SALT treaty I could
support with a nation that
terrorizes its own people. I
cannot see the value of an
expanded trading relation-
ship with a government
that brutalizes dissenters
who act within the bounds
of the Soviet constitution."
The House, following the
Senate, voted 380-10 to con-
demn the Soviet Union for
the trials.
Indignation over the
trials this week of Soviet
Jewish dissidents Anatoly
Shcharansky and "Alexan-
der Ginzburg was expressed
throughout the Free World.

In Detroit, Jerry Rogers,
chairman of the Detroit
Committee for Soviet
Jewry, recalled his meeting
with Slepak in Moscow last
October. Slepak told Rogers
the Soviet Union would
conduct a purge of Jewish
dissidents before the 1980
Olympics.

United States called on
Secretary of State Cyrus
Vance to postpone his
Wednesday meeting with
Soviet Foreign Minister
Andrei Gromyko and to
recall U.S. Ambassador
Malcolm Toon.
Vance indicated he would
meet with Gromyko, but
condemned the trails, and
the State Department is-
sued a warning to the Soviet
Union.
In Montreal, Canadian
External Affairs Minister
Don Jamieson warned the
USSR that the trials will
have a harmful affect on
Soviet-Canadian relations.
Meanwhile, it was re-
ported that the Soviet
Union sentenced Jewish
'prisoner of conscience"
Simon Schneerman of
Kerch to 214 years in prison
for "draft evasion."
The National Conference
on Soviet Jewry also re-
ported that Vice President
Walter Mondale met with
the families of Soviet
Jewish activists while he
was in Israel.

Superior Court in Philadel-
phia, a protest demonstra-
tion was staged outside the
Soviet consulate in San
Francisco on Wednesday,
and the National Jewish
Community Relations Ad-
visory Council said a con-
tinuous vigil would be held
outside the Soviet Embassy
in Washington.
Shcharnasky's wife led a
street demonstration in
Paris Tuesday evening and
appealed to French Presi-
dent Valery Giscard d'Esta-
ing to help save her hus-
band. Three French
lawyers, including a
member of the French
Communist Party, compiled
a brief on what they called
the "mock" trials of dissi-
dents and sent the brief to
Soviet authorities.
In Israel, petitions and
post cards were distributed
on street corners to be sent
to the Soviet Union. A pro-
test resolution was unani-
mously endorsed by the
Knesset, with the exception
of the Rakah (Communist)
