Koch Will End
Police Patrols
for Lubavitch

NEW YORK (JTA) — A
spokesman for the
Lubaititch movement said
the Hasidic group was "out-
raged" by the decision of
Mayor Edward Koch to end
round-the-clock police pro-
tection for the group's world
headquarters and its rebbe
in the Crown Heights sec-
tion of Brooklyn.
Koch instructed Police
Commissioner Robert
McGuire to end the practice,
started in 1966, which in ef-
fect gave the locations the
same status as a foreign
embassy, at an estimated
cost of $4 million to the city.
Koch reportedly believes it
has been overdone.
The mayor's office said
police can guard both build-
ings with routine patrols.

American-Israel Dialogue
at the Van Leer Institute.
The symposium, sponsored
by the American Jewish
Congress, has the theme
"Israel and American
Jewry: The Next 30 Years."
The symposium concludes
today. Some 25 leading
political scientists, scholars
and community leaders
from the U.S. and Israel
participated.
Siegel claimed that the
U.S. is no longer trusted by
either the Israelis or the
Arabs involved in the
Mideast conflict and that
very few Israelis or Ameri-
can Jews believe in the abil-
ity of the U.S. to bring to-
gether the parties in the
conflict. He said that Carter
is becoming more irritated
with Israel and is growing
increasingly dependent on
his national 'security ad-
visor Zbigniew Brzezinski.

will conclude its year long
30th anniversary celebra-
tions with three days of fes-
tivities during the festival
of Sukkot in October. The
main events will center on a
Jerusalem Sukkot pilgrim-
age in which delegations

worldwide Jewish com-
munities will participate.
On Oct. 18, dance-groups
and marching bands will
parade through Tel Aviv.
The annual Jerusalem
march will take place Oct.
19. Participants in the
Jerusalem Sukkot pilgrim-
age will march in delega-
tions from their home towns
around the world. The
march will be followed by a
rally at Jerusalem's Con-
vention Center at which the

Arson Suspected
in Forest Blaze

TEL AVIV (JTA) —
Police are investigating the
possibility of arson in a
huge forest fire that de-
stroyed parks and wood-
lands on the slopes of Mt.
Carmel on Monday in the
midst of a blistering heat
wave which sent tempera.
tures soaring well over the
100 degree mark.
At one point Kibutz Nir
Etzion, south of Haifa, was
threatened and buses were
marshaled to evacuate the
population. But a sudden
shift in the wind diverted
the blaze and made evacua-
tion unnecessary.

sein has chosen his brother
to be his heir.
Hussein's oldest son, Ab-
