NEW YORK — Dr. Ber-
nard Giford, a prominent
Black le der and controller
at the Russell Sage Founda-
tion in New York, said re-
cently that both Israel and
Black Americans serve as
"barometers"measuring the
"moral temperature of
Western civilization."

D. Gifford spoke at a
symposium on "Labor,
Democracy and the Middle
East," sponsored jointly by
the American Histadrut
Cultural Exchange Insti-
tute and the AFL-CIO, De-
partment of Education. He
declared:

"The Middle East is im-
portant because in many
ways the existence of the
small country called Israel
is a measure of our com-
mitment to Western notions
. . If one wants to look at an
example of the nadir, the
corruption of Western ide-
als, one need look no further
than the experience of Nazi
Germany.

"Israel provides West-
ern civilization with an
opportunity to redeem it-
self, to say that the Nazi
experience was an aber-
ration and not a charac-
teristic of the weakness
