The Ministry of Education
said that 10 percent of the
45,000 second graders in Is-
raeli primary schools are
deficient in reading ability
and measures will be taken
to remedy the situation.
The ministry said it has
already instructed teaching
seminars to institute spe-
cial courses on how to teach
reading and that it will
examine the teaching
methods now used in the
first grade.
The ministry also is con-
sidering recommendations
by a panel of experts that
reading instruction and
writing should commence in
kindergarten.
