WASHINGTON (JTA) —
President Carter praised
Egyptian President Anwar
Sadat's recent remarks on
the Middle East political
process as "very construc-
tive and moderate" while
criticism of the Israeli gov-
ernment's position was
being voiced in high Ad-
ministration circles and by
one of Israel's staunchest
supporters, Sen. Jacob K.
Javits (R-N.Y.).

"I thought his (Sadat's)
statement within the last
few days was very construc-
tive and moderate," Carter
told Sayed Marei, speaker
of the Egyptian Peoples As-
sembly (Parliament), who
paid a courtesy call on the
White House. "We ap-
preciate his willingness to
continue the peace process,"
the President said.

In a Senate floor speech
Javits said that "the United
States was correct in its
expectations of a more posi-
tive reply from Israel re-
specting questions about
the West Bank and Gaza
Strip. The Israeli statement
leaves up in the air the cru-
cial question of Egypt-Israel
or Arab-Israel negotiations
concerning the permanent
status of the areas," Javits
said.
I believe that Israel
faces a real danger now if
it fails to come forward
with a more precise
statement of its views as
to the permanent status
of the West Bank and
Gaza.
"The danger is that the
U.S. may well come forward
with its own peace plan"
and if it does, this would be
"a negative development in
terms of Israel's constant

Israel Wins
in ILO Vote

GENEVA (JTA) — The
International Labor Or-
ganization rejected an
anti-Israel resolution Tues-
day, giving Israel its first
victory since 1973 in an
agency of the United Na-
tions. Although 211 coun-
tries voted in favor of the
draft sponsored by the Arab
and communist bloc coun-
tries, there were 139•
abstentions which deprived
the resolution of the 236
votes required for adoption.
For the first time, many
Latin American and black
African nations oppokd an
Arab-sponsored anti-Israel
draft. In what observers in-
terpreted as a revolt against
the politicization of the ILO,
Zambia, Sierra Leone,
Kenya, Ghana and Liberia
cast negative ballots.
American sources said this
might be a first step toward
the return of the U.S. to the
ILO which it left last year in
protest against politiciza-
tion. •
The Arab draft called on
the ILO to condemn Israel
for its alleged policy of dis-
crimination, racism and
violation of trade union
freedoms and rights. Robert
Hawke, the Australian de-
legate, urged the plenary to
abstain, saying that a vote
in favor of the resolution
would amount to the verbal
elimination of Israel and
produce nothing construc-
tive. After the voting, the
Syrian delegate charged
that the outcome was rigged
by the plots of various
"petty people" and the
"Zionists."

NEW YORK (JTA) —
Aharon Yariv, a retired
general who was formerly
chief of Israel's military in-
telligence, declared here
that among Israel's major
achievements during its
30-year history were "the
maintenance of indepen-
dence, the absorption of
immigrants, the develop-
ment of a modern society
within a democratic struc-
ture."

Yariv's remarks came as .
he presented the Israel
Prime Minister's Medal to
Augustine R. Marusi,
chairman and chief execu-
tive officer of Borden, Inc. at
a National Israel Tribute
Dinner held in cooperation
with Israel Bonds. More
than 700 leaders in the food
and chemical industries, as
well as major banks and in-
surance companies, joined
in honoring Marusi at the
dinner last Thursday night
with the purchase of $3
million in Israel Bonds.
