The Rebbe also proposed
that young boys and girls be
encouraged to study Torah
during their "own time",
even when away from
school.
The Rebbe also proposed
that free loan funds be es-
tablished by' the children
themselves for the children,
with most of the funds com-
ing from their own allo-
wances, and that the funds
be administered by the chil-
dren on a rotating basis
under the supervision of
their teachers.
"The positive educational
and charitable ramifica-
tions of such a project would
endure throughout their
life," the Rebbe said.

a vote of 21-6 by
the representatives of
the 32 constituent or-
ganizations of the Confer-
ence. He was opposed by the
five Orthodox groups and
the Zionist Organization of
America. Louis Bernstein,
president of the Mizrachi-
Hapoel Hamizrachi, had
been the Orthodox candi-
date. There were three
abstentions and two mem-
bers were absent.

2 lbs. chuck meat, cut In 2-inch
cubes and sprInIdad with gar-
lic powder
34 lb. mushrooms
1 medium onion, diced
2 stalks celery, diced
1 small green pepper, diced
2 tomatoes, cut in eights
2 cups water
salt, pepper to taste
Brown chuck, onions and
mushrooms. Simmer 1/2 hour
with one cup of water. Put In
bottom of a lightly greased
casserole. Place rice and other
vegetables on top. Add
another cup of water and salt
and pepper. Cover. Bake at 325
degrees for one hour.

TEL AVIV (JTA) — Two
New York writers, both as-
sociated with the Jewish
Daily Forward, and three
Israelis were recipients of
the 10th annual Itzhak
Manager Award for their
works in the Yiddish lan-
guage.
The American winners
are Meir Stiker, city editor
of the Forward, and Mor-
dechai Shtrigler, a Yiddish
writer who contributes to
the paper.
The Israeli recipients
were Uri Tzvi Greenberg,
Eli Shectman and Rachel
Fishman. A special award
was presented to Nehama
Hendel, the Yiddish stage
artist and singer who im-
migrated to Israel recently
from the Soviet Union.
