As thousands sang and danced in festively deco- rated streets, the families of the victims of last week's terrorist bus bombing be- gan mourning for their loved ones. President Yitzhak Navon attended a military cere- mony on Mt. Herzl. In the Mt. Scopus amphitheater, Knesset Speaker Yitzhak Shamir told a gathering of new immigrants that the world has not yet accepted the idea that the Jewish people have returned to Jerusalem for good. Meany Gets ZOA Herzl Award WASHINGTON (JTA) — AFL-CIO President George Meany was awarded the Zionist Organization of America's Theodor Herzl Award last week at a dinner in his honor at the Washington Hilton. In presenting the award to Meany, ZOA President Joseph P. Sternstein called the 84-year-old labor leader "one of the glowing and in- cadescent historical per- sonalities who will be re- corded indelibly in the chronicles of the -Jewish people." Sterstein termed Meany "one of the stalwart friends of the state of Israel and the Jewish people." Standing in front of a pic- ture of Herzl, Meany ac- cepted the award on behalf of the American labor movement, citing the "spe- cial relationship" between the movement and Israel. Close to 1,000 persons at- tended the dinner including more than 30 members of Congress. Joining in the tribute to Meany were Is- raeli Ambassador Simha Dinitz, Senators Alan Cranston (D-Calif.) and Howard Baker (R-Tenn.) and Representative John B. Anderson. There were six victims in the bus blast, five of them youngsters aged 12-18 and an American aged 30. The terrorist bomb that virtually de- molished the vehicle as it stopped to discharge passengers near Mt. Herzl and the Yad Vas- hem Holocaust Memo- rial, injured 19 persons, some of them passengers and others passersby. The explosion damaged property and shattered windows within a 300 yard radius. Reports from Beirut said a terrorist group called the General Command of the Palestinian Revolution's Forces claimed credit for the outrage. The dead are: Eliahu Lomberger, 12; Ruhama Grossberg, 15; Tamar Goutel, 15; and Aharon Meir Ohrbach, 17, all of Jerusalem; Arye Schein- feld, 18 of Bnei Brak; and Richard Fishman, 30, of Washington, D.C. At the United Nations, Israel lodged a formal complaint with the Sec- urity Council over the in- cident. Israel's Ambassador to the UN, Chaim Herzog, cited the role of the Pales- tine Liberation Organiza- tion (PLO) in the bombing, in a letter to Security Coun- cil President Ambassador Mario R. Anaya of Bolivia. He noted that the PLO claimed responsibility for the outrage.
