Does our own Gov- Egypt underscored "a con- ernment agree with this sistent Administration pol- view? "A. Our State Depart- ment does not deny the rights of Israel, under the Palestine Mandate, to settle in the West Bank and the Gaza Strip. It relies instead on a provision of the Geneva Convention, which forbids a military occupant from de- porting native inhabitants and replacing them with its own population. The Article was drafted with Nazi occu- pation policy in mind. Since Israel is not deporting Arab populations, or driving Arabs from their homes to make room for Jewish set- tlements, and since Israel isn't in the West Bank sol- ely as a military occupant, Article 49 of the Geneva Convention can have no bearing on the problem in the West Bank and the Gaza Strip. Sovereignty there has not been vested in any state, and so there are no sovereign rights to protect. "I believe our government is yrrong on this issue, cer- tainly as to the West Bank and Gaza, and probably as to the Sinai as well. "Q. Jordan used to hold the West Bank. Doesn't it have better right to it than Israel? "A. Jordan held the West Bank as the military occup- ant between 1948 and 1967 after a war of aggression. It tried to annex the West Bank in 1951. But no other Arab state has recognized Jordanian sovereignty there. Nor has the United States. Israel's claim to the area under the Mandate is at least as good as that of -Jordan. In fact, some ex- perts consider it to be better, because Israel occupied the area in 1967 after a war of self-defense. According to U.N. Security Council Re- solution 242, adopted in 1967, Jordan and Israel are to reach agreement on the future of the areas and then make peace. But, as I said, Hussein still refuses to do that. "Q. Speaking of refus- als, why has Begin re- fused to respond to Sadat's peace initiative? "A. Begin has responded. He has made the four major concessions I mentioned earlier — all in advance of actual negotiations. "To speak of Begin's lack of response is to put the shoe on the wrong foot: it is, in fact, Sadat who has failed to respond to the official view of the UN Security Coun- cil." 25% DISCOUNT All Invitations Exclusive Hebrew Invitations H&L Sales 557-1240 eves 837-1555 NOTICE: GENTLEMEN & LADIES: 7 :K' I have developed a new r, 1 concept in the art of clothes buying and coordinating.
