perts consider it to be better,
because Israel occupied the
area in 1967 after a war of
self-defense. According to
U.N. Security Council Re-
solution 242, adopted in
1967, Jordan and Israel are
to reach agreement on the
future of the areas and then
make peace. But, as I said,
Hussein still refuses to do
that.

Sadat's peace initiative?

"A. Begin has responded.
He has made the four major
concessions I mentioned
earlier — all in advance of
actual negotiations.
"To speak of Begin's lack
of response is to put the shoe
on the wrong foot: it is, in
fact, Sadat who has failed to
respond to the official view
of the UN Security Coun-
cil."
