Minister Foreign Moshe Dayan disclosed Wednesday that Egypt had replied to Israel's peace proposals, but the U.S. had rejected the re- ply, in Dayan's words, as "inadequate" and "im- possible." A State Department spokesman was "puz- zled" by Dayan's claim and denied having sent any message to Israel as Dayan reported. Dayan made the claim during a Knesset debate on Wednesday in which the Likud government defeated a Labor no- confidence motion by 66-32 with one absten- tion. In the aftermath of the jet sale, President Carter wrote to Begin re-affirming America's continued com- mitment to the security and welfare of Israel. The letter was delivered by U.S. Am- bassador Samuel Jewish. The White House denied a radio report that Carter aide Hamilton Jordan had said "the Jewish lobby" had been broken by the Senate vote. Several public demon- strations were held in Washington last week to lasting peace settlement. I must say that I fail to see how $5 billion of additional arms introduced in the Middle East enhances our chances for peace. "I respect the Sadat peace initiative. I am interested and sympathetic to the strategic defense needs of both Egypt and Saudi Arabia — now and in the future. But let no one fail to understand that the 60 F-15s to Saudi Arabia marks a profound change in U.S. policy in the Middle East.
