Born in Iraq, Navi came
to pre-state Israel in 1925.

Before the War of Indepen-
dence in 1948, Navi was a
member of the executive
committee of the General
Organization of Jewish
Watchmen. As secretary of
this group, he worked
closely with Abraham
Shapira to help solve
Jewish-Arab disputes.

In 1948, Navi founded
the Arabic radio station
of the Hagana. He con-
tinued to broadcast in
Arabic until he was ap-
pointed judge in
Beersheva in 1957, the
first such post in the
Negev region.

An attorney, Navi prac-
ticed law in Tel Aviv and
Beersheva, often appearing
as an expert witness in Mos-
lem religious courts. In
1963, Navi was first elected
mayor of Beersheva, a post
which he has held to the
present.
The public is invited. Re-
