Force (UNDOF) on the
Golan Heights.
Waldheim, in a report to
the Security Council,
recommended to the Coun-
cil the extension of the force
for an additional period of
six months, until Nov. 30,
because the situation in the
area is precarious.

French, U.S. Anti-Boycott Laws
Are Called Effective by Israelis

JERUSALEM (JTA) —
Legislation introduced in
recent years to fight the
Arab boycott in the U.S. and
in France is beginning to
"bite," according to Israeli
officials who monitor the
anti-boycott efforts around
the world.
At the same time, there
has been a noticeable drop
in the zeal with which some
Arab countries, especially
Egypt, are applying the
boycott.
A boycott council meeting
scheduled by the Arab
League eight months ago
has still not taken place,
and the belief here is that
the repeated postponements
reflect a fear of feuding be-
tween the Arab member-
states.
For the first time ever, an
Israeli official, Dan Halpern
of the Treasury, has been
asked to give evidence be-
fore a select committee of
the British House of Lords
which is examining anti-
boycott draft legislation
submitted by Liberal Peer
Lord Byers.

In the U.S., say Israeli
monitors, anti-boycott
laws are now fully func-
tioning and the Depart-
ment of Commerce has a
department of some 70
people charged with
enforcing them.

In France, too, the Israeli
monitors say, the anti-
boycott laws are largely ef-
fective — save for the con-
troversial exemption which
the government gave to its

Will Maslow, general
counsel of the American
Jewish Congress, told a
Select Committee of the
Lords that the Saudi
blacklist had a separate
section for British firms
numbering 100 pages
containing the names of
more than 1,100 British
companies and their af-
filiates.
He said the phrase

"Zionist tendencies" ap-
pears in Arabic alongside
about 20 percent of the
firms listed, including such
companies as Great Univer-
sal Stores, Marks and
Spencer and S.G. Warburg.
Fifteen Jewish organiza-
tions with no commercial
interests also appear on the
list, including the fraternal
order Bnai Brith.
Meanwhile, it was re-
ported that John L.
McDonald, a Houston build-
ing contractor, had to ship
himself out of Saudi Arabia
in a wooden crate after the
Saudis confiscated his
passport last November and
accused him of not meeting
contract obligations for con-
struction of a cement fac-
tory on the Persian Gulf.
He said problems began
after his firm arranged for a
contract to design, make
and ship pre-cast concrete
forms to be used to construct
housing at the cement fac-
tory.

Although McDonald
said he was paid $450,000
for providing the mate-
rials, he refused to erect
the buildings until he was
paid an additional
$82,000 that he said was
called for in the agree-
ment.

concern which insures over-
seas trade ventures exemp-
tion. An appeal against this
exemption is shortly to be
heard before the French
Supreme Court.
A number of European
statesmen have indicated
that they would like to see
action on the European
Economic Community
(EEC) level against the
boycott. EEC agreements
with Algeria, Morocco,
Tunisia and other Arab
countries contain specific
anti-boycott provisions and
in the Israeli view an in-
fringement, if and when one
occurred and was reported,
ought to force the EEC
Commission to take action.
In London, a leader of the
American Jewish Congress
in New York gave the
House of Lords a copy of the
Saudi Arabian blacklist and
said an examination of the
entries confirms the "essen-
tial anti-Jewish core" of the
Arab boycott of Israel.

First Lady Rosalynn Carter
is honorary chairman of the
annual Israeli Indepen-
dence Ball to be held June
18 at the Washington Hil-
ton Hotel in celebration of
Israel's 30th anniversary.

The dispute centered on
whether he would erect the
structures before or after he
was paid the money.
McDonald called for a Se-
nate investigation. Mean-
while, the State Depart.
ment has sent a report of the
incident to the Saudi gov-
ernment.

In New York the oil-
producing United Arab
Emirates were charged
by the American Jewish
Congress with violating
the New York State anti-
discrimination law by
requiring job applicants
to state their religion.

In Seattle, Washington
State University in
Pullman, Wash., is consid-
ering the establishment of
an exchange program with
El Fatah University in
Tripoli and Garyounis Uni-
versity in Benghazi, Libya.
