`Israel's Land Policy Unchanged'

JERUSALEM (JTA) —
Defense Minister Ezer
Weizman denied that there
has been any change in the
government's land policy on
the West Bank.
Addressing the Knesset's
Foreign Affairs and
Security Committee, he re-
ferred to reports in both the
Israeli and local Arabic
press that the government
is planning to confiscate

land owned by West Bank
Arabs living abroad in order
to enlarge Jewish settle-
ments in the occupied terri-
tory. Some sources said cer-
tain lands were already
seized.
Weizman did not elabo-
rate on those reports except
to say they were incorrect,
but a military government
officer has been appointed

JERUSALEM (JTA) —
The Ministerial Settlement
Committee will review in
the near future a plan to es-
tablish six new towns in
Judaea and Samaria. The
plan was introduced by the
Defense Ministry.
According to the new
plan, the towns will actu-
ally be a "thickening" of
existing settlements in
Maale Adumim, just east of
Jerusalem; Gush Etzion,
just south of Jerusalem;
Nabi Salah, north of
Jerusalem; Givon, north of
Jerusalem; and Timnat
Hares and Karnei Shomron
in Samaria. The first four
would form a belt protecting
Jerusalem from three sides.
The idea behind the plan
is to concentrate the settle-
ment effort in six large sites
rather than spreading it
over a large number of
smaller settlements. The
plan seems to contradict
plans presented in the past
by Agriculture Minister
Ariel Sharon, who is an
enthusiastic supporter of a
massive settlement drive.
But Sharon's associates
were quoted as saying that
the Defense Ministry plan
was only a part of an overall
settlement plan.

Sadat's Visit Lessens Fear

TEL AVIV — The Public
Opinion Research Institute
reports that 33 percent of
the Israeli public believed
there was "grave" danger of
war before Egyptian
President Anwar Sadat's
visit to Jerusalem last
November.
Following the visit, the
percentage dropped to 19
percent. However, 72 per-
cent of all Israelis still be-
lieve there is a "certain"

that there has been a
change in policy."
The Israel Lands Ad-
ministration, which is re-
sponsible for administer-
ing state-owned land,
claimed the only change
has been to crack down
on misused or forged
powers of attorney as-
signed to West Bank
Arabs by relatives or
friends who have taken
up residence in foreign
countries.
Hitherto, the absentee
owners were recognized as
the legal owners of the land
provided that they were not
living in Arab countries.
Those who fled to Arab
lands were considered to
have abandoned their prop-
erty and it was taken over
by the state.
