hoods and to strive for their
continuing functions is em-
phasized in a statement is-
sued by the Chabad
Lubavitch Movement.

analyzing regulations and
declaring abandonment of
neighborhoods as contrary

to basic Jewish principles,

the Lubavitch leaders is-
sued a strong appeal to con-
cerned Jewish individuals
and groups to exert all ef-
forts to protect homes and
synagogues in Jewish-
populated areas and to re
ject every effort that would
lead to the abandonment of
such districts.
The booklet calls for a

strong campaign to resist
flight from Jewish
neighborhoods, and it
states:

"Moving out of an es-
tablished Jewish
neighborhood is not a
question pertaining to an
individual. The few ad-
vantages that might re-
sult from such a move,

would benefit the indi-
vidual, but the damage
and the injuries caused
by the flight are damages
to the majority and to the

community, damages not
only to one city but to all
cities where news of the
neighborhood exodus
might reach.
"In addition to the
Torah-law prohibition of
such a move there is no
practical reason for flight.
On the contrary, efforts
must be made to establish
