Kissinger, Administration Officials Back Jet Sale -11

WASHINGTON (JTA) —
Former Secretary of State
Henry A. Kissinger, ap-
pearing before the House
International Relations
Committee Wednesday
morning, affirmed that he
favored each part of the
Administration's proposed
sale of advanced jet aircraft
to Israel, Egypt and Saudi

Arabia on its merits and re-
peated his recommendation
that the F-15 fighters ear-
marked for Israel be in-
creased by 20.
Kissinger presented basi-
cally the same views to the
House panel as he did Mon-
day in his testimony before
the Senate Foreign Rela-
tions Committee.

Foreign Relations Com-
mittee was reported to be
closely divided on the is-
sue, and was expected to
vote on the issue yester-
day. Its House counter-
part will- vote early next

statement and in reply to

need for assurances to Israel
that the sale of planes to
Saudi Arabia will not
jeopardize its security and
assurances from Saudi
Arabia as to the deploy-
ment, use and non-transfer
of the aircraft. Kissinger

prepared for the "worst con-
tingency" and that "Israel
can be assured by the addi-
tion of 20 F-15s" to its part
of the package. He said that

Saudi Arabia.
Questioned about com-
mitments made to Israel
during his term as secretary
of state, Kissinger said that
at the time of the Sinai II
interim agreements in Sep-
tember, 1975 "there had
been a memorandum" on
the sale of planes. "There
was no specific reference as
to the numbers or timing,"
he said, "but the Israeli re-
quest then was for 150
F-16s. The biggest hang-up
at the time was the request
(by Israel) for co-
production" rights, he said.

Vance appeared before
the House committee Tues-
day along with Defense Sec-
retary Harold Brown and
Paul C. Warnke, director of
the U.S. Arms Control and
Disarmament Agency, the
same group of Administra-
tion officials who testified
before the Senate Foreign
Relations Committee last
week. Their testimony was
basically the same.
Vance reiterated his
belief that the sales
would maintain the bal-
ance of power in the
Mideast and "will sup-
port the Middle East
peace process. At this de-
licate moment, we need
the maximum coopera-
tion, confidence and trust
of Israel, Egypt and
Saudi Arabia. The pre-
requisites for addressing
the hard choices for
peace is a feeling of

JWV Enlists
Vets' Support

The Department
of
Michigan of the Jewish War
Veterans met with 35
representatives of U.S. vet-
erans groups on Wednesday
"to stimulate action"
against the proposed sale of
U.S. warplanes to Saudi
Arabia and Egypt.
The meeting was called
by Leonard Green, JWV
state commander, and Jack
Kraizman, JWV judge ad-
vocate.
Last week, the JWV sent
copies of its resolution op-
posing the sale of F-15 jets
to Saudi Arabia to the
entire Michigan Congres-
sional delegation and to the
chairman of the Congres-
sional committees consider-
ing the sale.
The JWV resolution
opposed the sale to the
Saudis because of their
support "of Israel's
enemies with men, arms
and money and (the
Saudis) still bankroll
Syria, Jordan and PLO
terrorism."
A statement opposing the
sale was also issued by Phil
Power, candidate for the
Michigan Democratic Party
nomination for U.S. Senate.

stressed that he felt the
sales will "maintain essen-
tial links that permit us to
play the fundamental role of
a mediator between the par-
ties. On the other hand,
failure to proceed with the
sale will seriously undercut
the American role in the
peace process and raise

moderate governments in
the region." Warnke said
the plane sales was needed
to maintain the "confi-
dence" of the Mideast coun-
tries in the U.S.
Brown said, "In my judg-
ment there is no significant
military risk to Israel from
the sale to Saudi Arabia."
He noted that the Saudis
know they have "military
limitations" in relation to
Israel which would not be
overcome by the sale. "For
example, Israel is already
receiving F-15s," while the
Saudis won't get their
planes until 1981-84,
Brown said.
"Second, an attack on Is-
rael by Saudi Arabia would
lead to almost certain de-
struction of the Saudi F-15
force," Brown said. "This
would open the country to
attack by any of its
neighbors."
Brown also maintained
that "Saudi Arabia has

never been a confronta-
tion state in the Arab-
Israeli conflict. Saudi
aircraft has never flown
in combat against Israel.
While the presence of
military aircraft in Saudi
Arabia can complicate
the life of an Israeli Wan-
ner, I believe it is fair to
say that Saudi Arabia
can be expected to use its
aircraft only in defense of
its territory."
