Carter re- jected such a move last week, and rejected this week's request as well, saying "it would call into question the seriousness of our commitments." In an apparent shift, which observers now de- scribe as more semantic than substantive, Secretary of State Cyrus Vance senta letter to Sen. Frank Church (D-Idaho) over the weekend suggesting that the Ad- ministration was no longer insisting that the plane sales be treated as a pack- age. It was clear, however, that the Administration PLO Opens D.C. Center WASHINGTON (JTA) — The Palestine Liberation Organization has opened a Palestine Information Office to provide the Ameri- can people "with informa- tion about the Palestinian people." The State Depart- ment said that it was look- ing into the opening of the office, although legal ex- perts did not believe the government could prevent the office from continuing to function in Washington. The office was listed with the Justice Department as having $44,000 for its first six months of operations and as saying that its sole source of funds was the PLO. Its director is Hatim L. Hussaini, 37, who ik3 also an assistant director of the Arab Information Center here. Hussaini said that he and Hatim Khatib, the assistant director, are Jor- danian citizens. A third staff member is Marilyn Johnson, an American. The PLO tried to open an office in Washington in November, 1976, but had to close it when its director was asked to leave the U.S. because of false statements he had made on his visa ap- plication. Nazi Camp Play Is Performed JERUSALEM (JTA) — An opera written by two inmates of the There- sienstadt concentration camp during World War II, which cost the authors their lives, had its first Israeli performance at the Jerusalem Theater this week by the National Opera of Holland. It was the main event of this year's spring festival in Jerusalem. Initially, the Germans approved of the production. When they realized that it was an allegorical depiction of the horrors of the Nazi re- gime, they banned the work and deported the authors to Auschwitz from where they never returned. On Wednesday, the State Department denied that there was any link between the proposed sale to Saudi Arabia and the U.S. depen- dence on the Saudis for oil. On Tuesday, Saudi oil minister Sheik Zaki Yamani implied his country might take economic re- prisals against the U.S. if the jet sale was rejected. Yamani told Washington Post correspondents in Riyadh that rejection of the sale would diminish the "amount of (Saudi) enthusiasm to help the West and cooperate with the United States." would insist on supporting the proposed sales to all three countries. Vance wrote, "Indeed, we understand that the Con- gress will want to review these important transac- tions separately and with great care and we stand ready to facilitate that proc- ess." But he added: "I am sure you will understand that the President must also ful- fill his responsibilities for the conduct of foreign af- fairs, and that this requires that he reserve judgment on the ultimate action to be taken until he has had an opportunity to review the action taken by the Con- gress on each of the separate certifications."
