Petitions from church groups expressing their sol- idarity with the Jewish community in protesting the neo-Nazis also were pre- sented to the Holocaust Memorial Committee. Carter referred to the Holocaust as "the ultimate in man's inhumanity to man." The six million Jews killed by the Nazis, he said, died in part "because the entire world turned its back on them." He vowed never to allow such a horrible thing to happen again. Last week, Sen. Wen- dell R. Anderson (D- Minn.) introduced a bill to establish a U.S. na- tional memorial to the victims of the Holocaust. Sen. Donald Riegle (D- Mich.) was one of 17 sponsors of the bill. Mayor Walter E.
