Carter Cheers Israel's 30th,
1,000 Celebrate at Reception

WASHINGTON (JTA) — President Carter, hailing Israel on the 30th anniversary of its
independence, declared Monday: "We will never waver from our deep friendship and partner-
ship with Israel and our total, absolute commitment to Israel's security."
He offered that pledge to Premier Menahem Begin of Israel before a gathering of some 1,000
American Jewish community leaders, rabbis, clergymen of other faiths and government
officials attending a reception on the White House lawn to mark Israel's approaching Inde-
pendence Day.
In the Jewish tradition, 30 stands for strength," Carter said, "and Israel today is strong.
There is a Jewish saying, from strength-to-strength and I hope Israel will indeed evolve from
strength-to-strength,' he said.

The reception, which began at about 2 p.m., followed a 30-minute private meeting
between Carter and Begin in the Oval Office. The two leaders emerged accompanied
by their wives, to a roar of "Havenu Shalom Aleichem" from the 1,000 guests. Begin
seemed pleased with the talks. "I bring you good tidings, with all my heart, thank
God," he said. "These discussions and talks are characterized by friendship and
understanding. It is with the feeling that America and Israel are inseparable Mends
and allies."

Begin acknowledged Carter's remarks, which preceded his own, by saying, "The President
has made one of the greatest moral statements ever." He said "We have always believed in the
moral greatness of America. I never lost hope." He observed that the President spoke in the
tradition of Abraham Lincoln who said that "right makes might."
Carter and Begin spoke briefly after which a receiving line formed and the President and
Premier shook hands with the invited guests. The lawn, resplendent in spring foliage, was
lined with festively decorated tables bearing fruit, coffee and pastries. "Today," Begin de-
clared, "is a day for rejoicing."
Earlier in the day, about 1,000 rabbis from all parts of the U.S. gathered at the Lincoln
Memorial for a two-hour tribute to Israel's 30th anniversary.

Begin spent Tuesday and Wednesday at celebrations in Los Angeles and Chicago
in observance of the 30th anniversary of Israel's independence.
While flying to Los Angeles, Begin told reporters "there is a change for the better in the

Riegle: Jets for Saudis Serious Mistake Begin Issues Call for

Senator Donald Riegle (D-Mich.) has labelled the proposed sale of American jet fighters to Saudi Arabia "a serious
policy mistake." At the same time, 22 of the 37 members of the House International Relations Committee, which must
vote on the proposed sale of aircraft to Israel, Saudi Arabia and Egypt, signed a resolution to reject the entire arms sale
package.
Among those who did not sign the resolution were Michigan's two members of the committee: William Broomfield of
Birmingham, the ranking Republican member, and Charles Diggs of Detroit, who recently signed a letter of opposi-
tion.
Sen. Riegle's strong statement, prepared last week, stated: "It is my belief that the proposed Middle East arms
package represents a serious policy mistake by the Carter Administration, and I will be active in attempting to have
the Senate either veto or substantially modify this proposal.
"Frankly, I was astonished to find that the proposal included 60 F-15s for Saudi Arabia. These aircraft
clearly have offensive capability and their proposed sale makes no sense to me. These aircraft, if sold, would
substantially alter the existing balance of military power in the Middle East .

"In light of President Sadat's peace initiative toward Israel—and his movement away from
the radical Arab states and the PLO—I am open to considering the sale of certain limited
capability defensive aircraft to Egypt. In a recent conversion I had with Israel Defense Minister
Weizman, he did not view an Egyptian transaction of this sort as posing a threat to Israel.

A resolution was also introduced in the Senate Foreign Relations Committee, for-

WASHINGTON (JTA) — Premier Menahem Begin of
Israel said that his message to American Jewry on the
occasion of Israel's 30th anniversary is that "with a united

Jewish people, we shall overcome."

\ Speaking while flying to Washington from New York on
Monday for his meeting with President Carter, Begin said,
"I am sending my gieetings to the whole Jewish commu-
nity. Israel's 30th anniversary is a tremendous event for

our people and for all free human beings. In the last 30

years we have done a great deal but the task has not yet
been completed. We will continue to work with all our

strength to achieve peace." He added: "Mass immigration
to Israel is the lifeblood of our country. This is the way to

build our country."
Begin was accompanied by his wife, Aliza, his aides and
Ambassador Simha Dinitz, Israel's envoy to the U.S. Dur-
ing the 45 - minute flight he had breakfast and consulted

"As far as the Israeli part of the package is concerned, the Administration's proposal falls far
short of the Israeli request and does not meet the commitment the U.S. made as part of the last

Sinai accord. This problem also must be corrected.
"Like many other Senators, I am mystified by the Carter Administration's approach on this
vitally important Middle East arms issue, and I will continue to give this matter my most
active and careful personal attention." •

with various aides.
Begin was greeted at Andrews Air Force Base outside
Washington by Secretary of State Cyrus Vance and Alfred
L. Atherton, President Carter's Ambassador-at-Large to
the Middle East. Vance welcomed the Israeli Premier and
reiterated America's commitment to Israel's security and
peace in the Middle East.
