Sees Jerusalem as Capital
WASHINGTON (JTA) —
President Carter congratu-
lated visiting President
Nicolae Ceausescu of
Romania Wednesday for
having been "instrumental"
in arranging the visit of
Egyptian President Anwar
Sadat "to the capital of Is-
rael, Jerusalem," last
November. It was the first
time that an American
President has referred pub-
tidy to Jerusalem as Israel's
capital.

explained that Carter spoke
in a "courtesy sense" be-
cause Israel contends that
Jerusalem is its capital.
The U.S. has never offi-
cially recognized Jerusalem
as the capital of Israel and
keeps its embassy in Tel
Aviv. American officials
who visit East Jerusalem
always make a point of
doing so in a private capac-
ity. The Democratic Party
platform in the 1976 Presi-
dential campaign called for
the transfer of the embassy
to Jerusalem.

11/2 cups shredded green cab-
bage
Y2 cup shredded purple
cabbage
2 carrots (grated)
1 stalk celery (chopped)
1 tart apple (chopped)
14 cup cider vinegar
1/4 cup peanut oil
2 tbsps sugar
1 tsp salt
dash of white pepper
Shred vegetables and mix
together with apple. Mix vin-
egar, oil, sugar, salt and pep-
per. Pour over vegetables.
Toss lightly. Refrigerate.
CHIP COOKIES
1 stick margarine
1 cup sugar
2 eggs
1 cup cake meal
Y2 cup potato starch
Y2 chocolate bar, chopped
Mix margarine and sugar.
Add eggs. Beat. Add rest of In-
gredients and mix. Let mixture
set for 10 minutes. Make Into
several long rolls. Wrap In
plastic wrap. Refrigerate over-
night. Slice and bake on
greased cookie sheet 15-20
minutes at 350 degrees. Cool
for 10 minutes and remove
from pan.
