Likud-led regime as not
worthy of the nation's confi-
dence and set forth a peace
program of its own based on
territorial compromise on
all fronts.
The idea of a national
unity coalition was floated
by Defense Minister Ezer
Weizman prior to his latest
visit to Egypt. He said that
Israel needed a "peace gov-
ernment" embracing all
parties in order to present a
united front to the U.S.
But the Labor Party
Bureau said a national
unity government was no
substitute for "correct pol-
icy."
Meanwhile, Weizman
visited Egypt again late
last week for talks with
President Anwar Sadat
and returned to Israel
with inconclusive results.
The Israeli Cabinet ex-
pressed regret that Egypt
had rejected Israel's propos-
als for resuming the Middle

East peace talks, but
Cabinet secretary Arye
Naor refused to label Weiz-
man's trip a failure. Sadat
invited Weizman to return
to Egypt again.
Meanwhile, the Democ-
ratic Movement for Change
and the Liberal Party Wing
of the Likud coalition came
out firmly behind the Begin
government peace propos-
als.
Begin met with U.S.
Ambassador Samuel
Lewis Monday night. It
was the first major ex-
change between U.S. and
Israeli representatives
since Begin's strained
visit with President Car-
ter in Washington last
month.
Israeli observers say that
U.S.-Israel relations are
still "unpleasant" after Be-
gin's Washington visit, but
that the U.S. role in the
Middle East is "indispensa-
ble."

Israel Digs Seek Volunteers

least 18 years of age, physi-
cally fit and capable of doing
strenuous work in a hot cli-
mate. Volunteers pay their
own fares to and from Israel
and are responsibile for all
accommodations and ar-
rangements not connected
with work on the dig.
They should also pro-
vide their own work-
clothes and water- can-
teens, etc. The work is
manual and includes
shoveling, hauling bas-
kets and cleaning pottery
fragments. Participants
work about seven hours
daily, except Saturdays.

Carter Denies--
`Oust Begin' Try

RIO DE JANEIRO (JTA)
— President Carter denied
allegations that he or any-
one in his Administration
was seeking Israeli Premier
Menahem Begin's ouster
from government.
"I can say unequivocally
that no one in any position
of responsibility in the U.S.
Administration ever in-
sinuated that Mr. Begin is
not qualified as Prime
Minister or that he should
be replaced," Carter said
when asked about the
charge at his press confer-
ence in Brasilia during his
four-nation tour last week.
Carter said, "I think
Prime Minister Begin and
his government are able to
negotiate in an adequate
and flexible way to reach an
agreement with Egypt and
later with Jordan and
others." He added that ' we
have not given up on the
possibility of a negotiated
settlement."

Israel Upgrading
U.S. Information

JERUSALEM (JTA) —
The deputy chief spokes-
man of the Foreign Minis-
try, Binyamin Avileah, has
been named to a new post in
New York heading the Is-
raeli information center. He
will head liaison work with
all international organiza-
tions headquartered in New
York, including the leading
Jewish organizations.
This new post is being set
up with urgency in view of
Israel's sagging popularity
in the U.S. Until now the
responsibility of overseeing
liaison with the national
organizations was part of
the work of the information
minister at the Washington
Embassy.
