such a volume. Abba Eban's
"My People" was another.
And now, "Questions and
Answers About Arabs . and
Jews" is bound to hit home,
for author Ira Hirschmann
has cut away the reams of
verbiage to tell with a sharp
question-answer technique-
reasons for the conflict in
the Middle East.
Explore briefly but a few
of his impacting rejoinders:
Q. "What has been the
legacy of Arab refusal to
share Palestine with
Jews"?
A. "Four bloody wars, ex-
tremely costly in life and
property to both sides, and
the creation of a dilemma
that continues to defy
reasonable solution."
Q. "What do the Arabs
and Jews have in common"?
A. "An acute shortage of
and need for water."
Q. "Who created the Arab
refugee problem"?
A. "The Arabs them-.
selves."
Q. "What country has
caused the greatest mis-
chief in recent Middle .
East history"?
A. "The Soviet Union."
The reader should not
misunderstand. Most of the .
questions and answers in
this paperback by Bantam
Books are longer and de-
tailed, as a book which
seeks to inform must be.
The extreme value of this
volume is that it is geared
for Jew and non-Jew, be-

ginner or expert, teenager
or adult; all will discover
valuable morsels.
Palestine and its own-
ership has been and still
remains the major bone
of contention between
Arabs and Jews in the
Middle East. Hirsch-
mann's section, "Pales-
tine, to Whom Does the
Land Belong?" should be
required reading at the
White House, the Krem-
lin, the Palace in Amman,
the Quai d'Orsay, and in-
deed in every Jewish
home. Hirschmann
makes the following
points:
"The Jewish people,
through the Jewish Na-
tional Fund, purchased the
land it settled and improved
the lot not only of the
Jewish pioneer, but also of
the Arab farmer."
Hirschmann does justice
to us all when he notes that
the Israelis have never
stopped buying land that is
offered for sale by indi-
vidual Arabs in Israel.
The Balfour Declaration,
the UN Partition Plan of
1947 and other documents
contain a legal and interna-
tional basis for the estab-
lishment of the state of Is-
rael.
History has recorded
that the Arabs never ac-
cepted those decisions
regarding Palestine, in-
cluding the 1947 Parti-
tion Plan which would

have resulted, inciden-
tally, in half of the
Jewish state being com-
posed of desert. And even
then the Jews, in 1947,
were ready to accept that
plan to avoid bloodshed.
Instead, they were at-
tacked by seven Arab
regular armies.
The Arabs refuse to con-
sider any Arab state that
does not include all of the
former Palestine territory
to the total exclusion of any
Jewish state.
Hirschmann exposes the
Arab governments who
have, for example, kept
thousands of Arab refugees
in squalid camps.
One of Hirschmann's
most interesting chapters
deals with the UNRWA
"scandal." Hirschmann,
who conducted studies
for many agencies, in-
cluding the U.S. Chief
of Naval Operations,
charges that this UN
agency in effect helps fi-
nance terrorism. He calls
on the U.S. to "discon-
tinue its support" of
UNRWA camps and "in-
sist on the dispersal of the
refugees as soon as pos-
sible into the countries of
their brothers to which
they had fled twenty-
eight years ago."
In
his
book,
Ira
Hirschmann has given us
the material to understand
the complexities of the Mid-
dle East.

ON THE MOST POWERFUL MEN IN THE LEGISLATURE:
"Daniel S. Cooper, the Senator from Oak Park, makes the list
because a lot of people think he's the smartest, most persuasive
guy in the legislature."

"Cooper is the conscience of the Senate," said one admiring
senator. "When Danny speaks the rest of us listen . .. that
sentiment is widespread, and you certainly can't say that about
many others in the Legislature."
