Goldberg Lauded

Rep. William S. Broom-
field (R-19th District) in-
serted a letter in the Con-
gressional Record of March
22 commending U.S. Am-
bassador Arthur Goldberg
for his efforts to advance the
cause of human rights at the
Belgrade conference re-
viewing implementation of
the Helsinki accords.
Broomfield's tribute to
Goldberg stated, in part,
"As for individual rights,
Belgrade was the first mul-
tilateral meeting at which
cases of individual human
rights violations had been
raised.
"Under Ambassador
Goldberg's leadership, the
U.S. delegation established
that individual human
rights are a legitimate mat-
ter of inquiry — an inquiry
relevant to the implementa-
tion of the Helsinki Decla-
ration."
