Plant Protection
Granted to Israel
by U.S. Ruling

WASHINGTON — Is-
raeli plant breeders have
been granted the right to
apply for U.S. certificates of
protection for new varieties
of field crops and flowers
that they develop.
An amendment to regula-
tions under the Plant Vari-
ety Protection (PVP) Act
grants Israeli citizens the
right to apply, for U.S. De-
partment of Agriculture
(USDA) certificates that
offer them exclusive control
over the new plant varities
they develop for a period of
15 years.
To be granted reciprocity
limits, the plant protection
law of a country must first
undergo a review by plant
experts in USDA's Agricul-
tural Marketing Service
(AMS). AMS Administrator
Barbara Lindemann Schlei
said Israel 'is one of five
countries that has so far
passed that test.
With a U.S. certificate an
Israeli plant breeder can
sell the seed of his protected
variety in the United States
and enjoy the same protec-
tion afforded U.S. breeders
in Israel.

JNF Budget OKd,
Projects to Begin

NEW YORK — A budget
of $33,562,500 has been au-
thorized by the World
Zionist Congress for major
new Jewish National Fund
developments projects in
1978-79, it was announced
by Shimon Benshemesh, di-
rector general of the JNF in
Jerusalem.
More than 5,750 acres of
land will be reclaimed for
agricultural use in 174 set-
tlements, 22 of them new;
385 miles of forest roads will
be cut; 2.5 million trees will
%e planted; new recrea-
tional forest parks will be
built.
The land development
program will concentrate on
an expansion of settlements
in the Galilee through the
preparation of infrastruc-
ture for 750 new farming

addition, land for new set-
tlements will be reclaimed.
