WASHINGTON —
Twenty-one members of the
37-member House Interna-
tional Relations Committee
signed a letter to President
Carter this month criticiz-
ing the proposed sale of air-
craft to Saudi Arabia and
Egypt. The letter urges the
President to reassess these
sales before formally pre-
senting them to Congress.
According to the Ameri-
can Israel Public Affairs
Committee, the letter reaf-
firmed the long-term U.S.
commitment to sell F-15s
and F-16s to Israel, but
specifically opposed the
Administration's "package"
approach, stating that Con-
gress will consider each sale
separately as provided for
by law. The Congressmen
said the sale of F-15s to the
Saudis would have a "de-
stablizing impact on the
military balance in the
Middle East and Persian
Gulf regions."
Among the 21 who signed
the letter were: Dante B.
Fascell (D-Fla.), Charles C.
Diggs (D-Mich.), Robert
N.C. Nix (D-Pa.), Donald M.
Fraser (D-Minn.), Benjamin
Rosenthal (D-N.Y.), Lester

Robert Drinan, a Democra-
tic Congressman from Mas-
sachusetts, accused Presi-
dent Carter of having
"made two major mistakes
in regard to the Middle
East.
"First, he tried to rein-
volve the Russians in the
Middle East...a profound
mistake" that "fortunate-
ly...became moot with the
peace initiative of President
Sadat," the Roman Catholic
priest said.
"The second major mis-
take he has made was prop-
osing jets for Saudi Arabia
and for Egypt," Drinan said,
expressing hope "that the
Congress would be able to
defeat that."
Drinan made his re-
marks in a speech and
question - and - answer
period before a combined
gathering of the Writers
and Artists for Peace in
the Middle East and the
America-Israel Friend-
ship League.
Meanwhile, Carter's
proposed sale of F-15 fight-
ers to Saudi Arabia not only
alarms Israelis, but could
give Russia access to the
secrets of the highly ad-
vanced plane's design and
equipment, warned Tom
Gervasi, a former Army
counterintelligence officer,
in "Arsenal of Democracy,"
a forthcoming book on U.S.
weapons.
Gervasi said security is
loose in Saudi Arabia, and
some of its airport techni-
cians are Syrian, Iraqi and
Palestinian aliens who
could be Soviet sympathiz-
ers.

In Washington, Senate
Majority Leader Robert C.
Byrd (D-W.Va.) said that
the Carter Administration
will not formally notify
Congress of its intention to
sell warplanes to Israel,
Saudi Arabia and Egypt
until the Senate completes
action on the Panama Canal
treaties.

WASHINGTON (JTA) —
Sen. Clifford Case (R-N.J.)
told the Senate Foreign Re-
lations Committee that
Saudi Arabia in 1976 pro-
vided $45 million to El
Fatah, the military arm of
the PLO that took credit for
the terrorist attack on Is-
raeli civilians March 11.
Case's statement came
during a hearing of the
committee where Sen. John
Sparkman (D-Ala.), the
committee's chairman,
questioned Saudi Arabia's
continuing financing of the
PLO and two top state de-
partment officials conceded
they have been unable to
persuade the Saudis to stop
funding the terrorist or-
ganization.
