The Gush Emuitim, meanwhile, declared war on the government's -set- tlement policy and vowed to continue their settle- ment drive on the West Bank regardless of the consequences. He said it was "surprising" in view of Begin's assurances that Is- rael accepted the resolution. Begin responded by at- tacking the so-called "Al- lon Plan" for the West Bank, drafted by Allon after the 1967 Six-Day War.
