dent Carter at the time
knew of Dr. Lipaysky's con-
nection.
According to Time and
the New York Times, the
sources said Dr.
Lipaysky had taken the
initiative in approaching
American diplomats with
an offer to supply infor-
mation about the science
community. According to
these sources, there was
a debate at the time about
the value of using such a
person who could have
been an agent pro-
vocateur.
The view that prevailed
was that, in view of the li-
mited sources on the Soviet
scientific world, it was
worth taking the risk. The
sources said the CIA had
dropped Dr. Lipaysky when
strong doubts arose about
his value.
Eugene Gold, the Brook-
lyn district attorney who is
chairman of the National
Conference on Soviet
Jewry, said:
"The recent alleged
confirmation of Lipays-
ky's link with the CIA has
in fact no direct connec-
tion with Anatoly
Shcharansky. It now ap-
pears that Lipaysky vol-
unteered his services for
the CIA lending credence
to the suspicion that he
did so as an agent of the
Soviet secret police and

Village Takeover
Backed by Syria?

TEL AVIV (JTA) — The
capture of the predomin-
antly Moslem village of Ma-
roun A-Bass in south Leba-
non by a unit of the Al Saiqa
terrorists late last week is
viewed in Israel as basically
a Syrian-backed operation.
Sources in Israel noted
that since Israel has warned
against any move by the Sy-
rian army south of the Li-
tani River the Syrians used
the Damascus-backed ter-
rorist organization to do the
job.
Authoritative sources in
Israel pointed out that Syria
wanted the village because
of its strategic importance.
It is located on the highest
hill near the Israeli border
with an excellent view of
such Israeli settlements as
Avivim, Baram and Ir On.
The Christian soldiers
who guarded the village
were outnumbered by
the Al Saiqa terrorists,
according to residents
who fled to the Israeli
border last week. The
terrorists also captured
an Israeli tank and troop
carrier given to the
Christian soldiers by the
Israelis.
The villagers, who were
provided with food and shel-
ter near the Israeli border
said the terrorists were
neither Palestinians nor
Lebanese but appeared to be
Syrians. The refugees said
the terrorists massacred all
the Christian soldiers and
raped women in the village.

treason, the authorities
have not said what the for-
mal charges will be. A
KGB-appointed defense
lawyer was named last
week, and the trial is ex-
pected soon.
American officials said.

is no evidence to show that
Shcharansky knew of
Lipaysky's CIA work.
Meanwhile, dissident
sources said that Dina
Beilin and her family
have been given permis-
sion to emigrate and or-
dered to leave the USSR
within 12 days. Mrs.
Beilin, a colleague of
Shcharansky in aiding
Russian Jews, had been
expected to testify in his
defense.
At the same time, the
Canadian House of Com-
mons has asked .the Soviet
Union to permit a Canadian
observer at Shcharansky's ,
trial. It also renewed the
Canadian government's
offer to grant Shcharansky
immigration status.



Soviets Arre st 7 Women

NEW YORK (JTA) — At
least seven of a group of 23
Jewish women were ar-
rested Wednesday when
they demonstrated in front
of the Lenin Library near
the Supreme Soviet in Mos-
cow demanding reunifica-
tion with their families in
Israel, the Student Struggle
for Soviet Jewry and the
Union of Councils fot Soviet
Jews reported.
The women, who staged
their demonstration to coin-
cide with International
Womens Day, were arrested
after they removed their
coats and displayed slogans
on their blouses stating "Let
us go to Israel" and Stars of
David.
The women were sur-
rounded by more than 100
police agents and those dis-•
playing the slogans were
arrested.
According to the two
Soviet Jewry groups, the
23 issued an appeal to
Mrs. Rosalynn Carter,

sonalities which stated:
"We have been fated to
continue our life of un-
certainty far away from
our relatives, denied the
possibility to bring up
our children in the
Jewish tradition and to
get jobs on the basis of

ramovitch, a Moscow Jew
who has been seeking to
emigrate to Israel since
1971, was charged with
parasitism last Thursday.
Abramovitch has a job but
has refused to answer ques-
tions about his work. He
also teaches Hebrew part-

Twelve Jewish women
seeking emigration visas,
who were called in to meet
with the head of the Ovir
last week, were all refused
permission to leave the
USSR.

JERUSALEM (JTA) —
Prof. Yehuda Blum, of the
Hebrew University law fa-
culty and an expert on in-
ternational law, was named
by the Cabinet as Israel's
new ambassador to the Un-
ited Nations. He will take
over from Chaim Herzog
next summer.
Brum, 46, was born in
Czechoslovakia. He has
written many articles and
papers on Israel's position
in international law.
The Cabinet also ap-
proved the appointment of
Yosef Kedar, a career milit-
ary officer, as consul gen-
eral in New York. Kedar,

Negev Drought

TEL AVIV (JTA) — The
government is taking mea-
sures to compensate far-
mers and Bedouin 'tribes-
men in the Negev for losses
suffered in the worst
drought to hit that region in -
seven years.
About 400,000 dunams of
wheat were declared a total
loss due to lack of rain and
some 120,000 dunams of
crops planted by Bedouins
were also ruined.
