The first get-together was two months after the ordeal. Since then, on the anniver- sary in July, the people in- volved, the hostages and the army team annually con- gregate to rejoice over their good fortune. Ben-Hur is now settled into his job as managing di- rector of this thriving vil- lage of Kfar Maccabia. One can see the improvement in operations instantly. Perhaps it is the colonel's army experience that makes the kfar move with such elan. He is all over the place, MY GUEST giving orders in a brisk manner that commands re' spect from all of the help. He has a smile that lights up his face and he is given to smoking short cigars. When he greets you it is with thumb thrust upwards, in- dicating "hakol beseder," everything is all right. Veteran Maccabi perfor- mers and administrators from the 30-plus countries who will compete in 1981 will hardly recognize the new face of the kfar. They will find a sprightly, well-groomed village, glow- ing with apparent prosper- ity. And if they enjoy their stay half as much as the In- ternational Maccabia GameS Committee did, they will return to their respec- tive homes rejuvenated Jewish sportsmen. Nine months after its es- tablishment the govern- ment of Premier Menahem Begin still shows little abil- ity to come to grips with the nation's internal problems. Analyzing its record on the domestic front, obser- vers are left with the un- comfortable feeling that the Begin government resem- bles in many aspects its un- happy predecessor, the gov- ernment •of Premier Yit- zhak Rabin. In the economic arena inflation is still galloping along at the horrendous rate of 40 percent annually. Finance Minister Simha Ehrlich's promises to de- crease inflation remain to be fulfilled. The labor 'front is exp- losive. The postal work- ers struck for three days. The strike of merchant seamen has been going on for weeks. All employes of government offices have threatened to strike. The fragile rela- tions between employers and employes in the pub- lic services — apart from reflecting the destructive impact of inflation — create a doom - laden at- mosphere throughout the ecdnomy. The social gap persists. The Cabinet's function- ing is another object of criti- cism. The Begin Cabinet now consists of 19 members as a result of the recent ad- dition of Likud's Haim Landau and Moshe Nissim, as ministers-without- portfolio. Thus the Begin government is as large as Rabin's was and its organi- zational structure is almost the same as the previous one. Likud's platform prom- ised to streamline the gov- ernment's administrative structure and to implement new methods of running the public administration. But nothing really has been changed. The Likud Cabinet ministers hdIe proven every bit as jealous of their formal authority as were their predecessors. Cabinet solidarity in the Regin government also resembles Rabin's Cabinet in the personal relations prevailing among its members: Cabinet ministers shar- ply criticize each other in private conversations. Several ministers pub- licly express differing views on many issues. There have been several examples recently that clearly illustrated the dis- integration of the early solidarity which Begin had sought to establish in his Cabinet. The cumuttive effect of these weaknesses has di- minished the Cabinet's cre- dibility. For the time being, the Begin government has failed to accomplish its promises and consequently its credibility and prestige are in question.
