Skokie Nazi Ordinances Overturned, Called Unconstitutional

CHICAGO (JTA) — Fed-
eral Judge Bernard Decker
ruled unconstitutional a
• series of village ordinances
in Skokie, Ill., intended to
bar a planned march by
swastika-wearing Ameri-
can Nazis through that
heavily Jewish-populated
suburb of Chicago:
The ordinances over-
turned by Judge Decker
banned the wearing of
military-style uniforms in
,m-arches of a demonstrative'
\ire and the dissemina-
of_"offensive material"
such as hate literature.
They also required heavy
insurance for damages that
might result from demonst-
rations. An estimated
50,000 Jews live in Skokie,
some 7,000 of them sur-
vivors of Nazi death camps.
So far, Illinois courts have
been unaimous in uphold-
ing the constitutional right
of the Nazis to march in
Skokie. The village au-
thorities have pledged to
carry the case to the Sup-
reme Court.

nent injunction against
the proposed march,
made a second bid for the
injunction by filing in the
State Supreme Court.
In San Francisco, Geof-
frey Fisher, managing
editor of the San Francisco
Jewish Bulletin, said he had
been served with a notice of
a suit for damages totalling
$28 million filed in federal
district court by the local
National Socialist White
People's Party.
Fisher said the suit grew
out of the destruction last
April of a Rudolph Hess
bookstore set up by the Nazi
Party opposite a synagogue.
The building in which the
store was opened is owned
by a JeW, Nathan Green,
who said he had not known
at the time that the renters
were Nazis who intended to
open a Nazi bookstore.
Fisher said that he was
charged in the suit with de-
famation of the Nazi group,
based on editorials he had
written about the party in
connection with the
bookstore. He said the Nazis
also were -seeking damages

League Of Bnai Brith; and
Joel Brooks, director of the
regional American Jewish
Congress office here.
The suit also names
Mayor Geroge Moscone;
Diane Feinstein, a
member of the board of
supervisors of San Fran-
cisco city and county;
and Joseph Freitas, the
United States Attorney,
for alleged failure to pro-
tect the Nazi property
and to prosecute those
who had wrecked the
bookstore.
The suit seeks general
damages of $2 million;
punitive damages of $1.5
million; $15 million for
threats on the life of the
plaintiff, Allen L. Vincent,
head of the -Nazi group; and
the balance for miscellane-
ous damages. Altogether,
12 defendants are named in
the suit, most of them local
political figures, Fisher
said.
The subpoena requires an
answer within 20 days and

British Jews
Clash on Emigres

LONDON (JTA) — A
' sizzling row has broken out
between leading Jewish
politicians following an at-
tempt to involve the Jewish
community in the latest ar-
guments about immigra-
tion between the Labor gov-
ernment and the opposition
Conservative Party.
The row was touched off
by Sir Keith Joseph, the
foremost Jew in the Conser-
vative Party, whd tried to
enlist Jewish support for his
party's tough new line
against colored immigra-
tion. Sir Keith, chief policy
adviser to Mrs. Margaret
Thatcher, cautioned British
Jews against identifying
themselves with present-
day immigrants simply be-
cause their own families
had been immigrants to
Britain.
He said that whereas the
Jews had assimilated suc-
cessfully by their own ef-
forts, the present immig-
rants, from different cul-
tures were far too numerous
to do so.
The protests sparked off
by Sir Keith's appeal were
on two levels — first,
against the policies he was
preaching, and second,
against his attempt to enlist
a distinct Jewish vote.
