COMMUNAL KNOWLEDGE: Every Jew in this coun- try knows of the United Jewish Appeal. But very few know of the United Israel Appeal (UIA) and its functions. Many will be surprised to learn that the United Israel Appeal is actually one of the two "bosses" over the UJA, the other being the Joint Distribution Committee (JDC). Both are corporate and policy-making bodies of the UJA which is irected by a board composed of 22 members — 11 desig- nated by the United Israel Appeal and 11 by the JDC. , The United Jewish Appeal is the fund-raising arm of the two agencies. Negotiations are now being conducted to make the UJA a third partner of the board with the right to designate its own members on an equal basis with the UIA and JDC. The United Jewish Appeal was formed some 40 years ago by the Joint Distribution Committee and the United Pales- tine Appeal. The two had been conducting separate and competing fund-raising campaigns for years and decided to merge their fund-raising-efforts into a joint machinery. The UJA was then established, with the JDC being the major partner in sharing the funds raised by UJA in the Ameri- can Jewish community. After World War II, when the Jewish Agency for Israel took over the emigration ac- tivities from the JDC, the United Israel Appeal became the - senior partner. The Jewish Agency is the operating agency in Israel of the United Israel Appeal. It received almost $1.5 billion from the United Israel Appeal since 1973, including $250 million for the fiscal year ending March 31, 1978. . THE UIA FUNCTIONS: In addition to transmitting to the Jewish Agency the funds it receives from the American Jewish community through the United Jewish Appeal, the United Israel Appeal is also the agency through which the U.S. government provides grants for the resettlement of Soviet Jews in Israel. . The U.S. Congress, since 1973, has allocated $135 mill- ion to the United Israel Appeal for this purpose. These funds are included in the UIA allocations to the Jewish Agency in Israel and are administered in accordance with the terms of venous agreements between UIA and the State Department. The Comptroller General of the United States regularly conducts extensive examinations of how the UIA administers the programs to assist in the resettle- ment of the Jewish immigrants from the Soviet Union in Israel. . The United Israel Appeal also participates in the U.S. government's AID Excess Property Program. It ac- quires much needed commodities at a cost of approxi- mately 15 percent of the U.S. government's original acquis- ition cost. It also receives from the U.S. government ocean freight allocations to cover the co-St of shipping of these commodities. From time to time UIA augments its budgetary alloca- tions to the Jewish Agency with loans of tens of millions of dollars from American banks. A five-year $50 million loan was secured last year a by UIA from a group of 41 banks in New York, Chicago, Boston, Cleveland, Detroit, Los Angeles, San Francisco, Philadelphia and St. Souis with the cooperation of the Jewish federations in these cities. UIA CONTROL IN ISRAEL: The United Israel Appeal characterizes itself as "a bridge between the American Jewish communities and the people of Israel." The UIA considers as its primary responsibility the . budgeting of funds to the Jewish Agency for humanitarian, cultural and philanthropic purposes in Israel. It allocates its funds only for such programs which are consistent with , the U.S. Internal Revenue Service guidelines, considera- C tion being given to the charitable interests of the American . - contributors. Agents of the Internal Revenue Service examine the UIA records and usually accept the returns as submitted. The American Jewish community participates through the_UIA in directing the policy and activities of the Jewish Agency in Israel. The UIA designates 30 percent of the membership of the board of governors of the Jewish Agency. These come from a number of U.S. Jewish com- munities whickparticipate in fund-raising for the United Jewish Appeal. The board of governors decides on the allocation of funds for programs budgeted by the Jewish Agency. The Ameri- can members enjoy veto rights. The chairman of the board is Detroiter Max M. Fisher, who exercises a powerful influ- ence on the board's decisions. _ As an American body, the United Israel Appeal leader- ship consists of 200 trustees evenly divided between desig- nees of Zionist groups in this country and the Jewish feder- ations. The trustees elect 20 members of the 30-membe• board of directors, with the remaining 10 appointed by the American Section of the World Zionist Organization. .
