Joseph A. Califano Jr., Sec-
retary of Health, Education
and Welfare (HEW), has or-
dered an investigation to
determine if ethnic bias had
played a part in the rejec-
tion of a new grant applica-
tion to a Bronx (NY) school
district.
The inquiry was promp-
ted by Rep. Mario Biaggi
( D-NY) who wrote a letter of
protest to Califano after he
was informed by School Dis-
trict II that a grant it had
applied for under the Wo-
men's Educational Equity
Act was denied when one of
three HEW evaluators had
given-the project a sharply
lower score by charging that
,`. . . All the people cited as
resource management seem
middle class (Jewish in
ethnicity)."

TEL AVIV — Some 330
stipends valued at up to
$140 each have been distri-
buted - by the -Naamat/
Pioneer Women organiza-
tion to teenage girls and
women studying in institu-
tions of higher education
throughout Israel.

The stipends were
granted with preference to
girls of extremely large
families, who completed
their army or other national
service. Special attention
was granted those studying
unconventional professions
such as aircraft engineer-
ing, electronic and
aeronautical engineering,
criminology, and others.

TAU Professor Breeds Fish in the Desert

TEL AVIV — The first
method in the world of
breeding fish in the desert
has been developed by Tel
Aviv University Prof. Lev
Fishelson of the department
of zoology.
The prospect of profitably
utilizing desert areas which
today are unused, of inex-
pensively breeding large
amounts of fish, and of pro-
viding another much-,
needed source of protein,
has aroused interest
throughout the world, par-
ticularly in desert coun-
tries.
Egyptian scientists have
demonstrated their interest
in the method, and Prof.
Fishelson has offered in
cooperation towards similar
projects in Egypt, which is
beset with vast, unutilized
desert areas and an acute
shortage of protein foods.

Prof. Fishelson has spent
some 17 years researching
and experimenting with
breeding these fish; which
are not only highly adapta-
ble and economically profit-
able, but also very tasty. A
number df fish ponds are
now 'operating in Kibutz
Kalia and Yotvata and the
technique has already been
introduced in Texas and
Arizona. It is still being
tested in California and in
the Southern Sahara. Fr-
ance and Germany have in-
troduced the method recycl-

bred an unusually
adaptable fish of the
Tilapia species (St. Pe-
ter's Fish), which is not
only extremely prolific
with as many as 10
spawnings a year, but
can also thrive on very
saline water and on the
algae naturally growing
in desert fish-- ponds,
without requiring the
imported supplementary
feed necessary for breed-
ing pond fish. This-has
thus proved a highly
economical and worth-
while method of fish
breeding, requiring low-
cost investment and sim-
ple technology.
Where will the water for
desert fish _ponds come
from? In desert regions.
there are generally large
reserves of undergound wa-
ter, but due to its extreme
salinity, it has hitherto
been useless. This water is
suitable for channeling into
fish ponds for breeding St.
Peter's Fish. A one dunam
(quarter acre) pond of this
sort is capable of producing
