THE DETROIT JEWISH NEWS • Friday, February 24, 1918 5 Zionist Leader Leon Dulzin Blames HIAS for Soviet Drop-Outs - (Continued from Page 1) Dulzin's attack on HIAS reflected the belief in Jewish Agency and other Israeli circles that the American-based agency is influencing Jews from the Soviet Union to go to coun- tries other than Israel. HIAS has vigorously denied this. It has noted repeatedly that it provides aid only after the immigrants have decided against Israel and after Jewish Agency rep- resentatives in Vienna have fail e d to persuade them to e their minds. A__ his speech, Dulzin claimed that the public was insufficiently aware '.of the achievements of the Zionist movement and criticized those who, he said, undervalued it. "Let us not live with an inferiority complex and contempt for outselves," he said. One opinion in the death. The Council will evolve soon after the Congress, out of the present "Mossad Letium" (or coordination agency) which is a commit- tee of top ministers and top Jewish Agency officials that convenes at infrequest in- tervals. Both Begin and Dulzin regard it as the pos- sible nucleus of their plan to construct a "Council of the Jewish People," and to this end they will invite to the next session of the "Mossad Letium" a fairly large These Israelis found a comfortable spot in the number of top-flight Jewish Arava park created by the Jewish National Fund. Intoxication as Form of Irresponsibility JNF Park a Desert Oasis The meeting is scheduled for some time in the spring and the "Council," if it de- velops as Dulzin hopes, would become a forum for high-level consultations be- tween Israeli and Diaspora leaders on Israeli and Jewish problems. Obviously, Dulzin says, Israel's sovereign decision-making process on its own policy would not be affected. But the "Council" would serve as a much-needed sounding board and opportunity for exchanges of views. Looking ahead to his term as WZO chairman, Dulzin stressed the two themes that he intends to dwell upon in all his addresses to the Congress: Jewish edu- cation and aliya. With only 20 percent of Jewish children in the Dias- pora receiving any sort of Jewish education at all, "a great number of Jews are in danger of simply disappear- ing as Jews," he said. He proposes to set up, in tandem with the Israeli government and the Israeli universities, a single "edu- cation center" which will be eqUipped materially and professionally to put his ideas into operation. These call for: setting up day schools around the world; training teachers; prepar- ing textbooks and other learning aids; initiating and assisting educational projects within the Jewish communities Dulzin declared that the long-hallowed divi- sion between the WZO education department and its Torah education department ought to be ended. On aliya, his prognosis of the future without it is equally stark. "If Israel's Jewish population remains in the order of three to 3.5 million, th-e State is in danger. Israel's security cannot be ensured in the long term merely by peace- ful borders." The 29th Congress, Dul- zin said, is incomparably more representative of the great masses of Jewry than any of its predecessors. The Reform and Conservative movements, with their mill- ions of members, have be- come affiliated, as has the World Sephardi Union and World Maccabi. These groups will All have rep- resentation in the Congress and in all the elected bodies but their rights will still be less than equal, for their de- legates may not vote on election of office-holders. Dulzin said he opposed this "injustice," but cannot overcome opposition to any further concessions from within the party organiza- tions. In general, he said, he favors a diminution of the OMEGA near-exclusive hold of the Zionist political parties over the WZO and pledged to work in this direction dur- ing his term as chairman. "I'm all for Zionist ideol- ogy," he said. "But not for a narrow; party approach." BIG SELECTION! GOWNS Wedding—Party—Bar Mttzva $ 39 TO $139 ALL SIZES--6 To 44 SHANDELS 154 SOUTH WOODWARD (Nr.
