Soviet Jewish Biochemist Allowed to Exit,
Will Got to Israel After a Two-Year Wait

NEW YORK (JTA) —
Reports out of Riga indicate
that Oleg Milshtein, a
biochemist who was previ-
ously refused permission to
emigrate to Israel on
grounds of alleged state sec-
rets he had been exposed to
at work, has received his
long awaited visa and is ex-
pected to leave shortly with
his wife Flora and children,
according to the National
onference on Soviet
wry.
He applied for a visa 21/2
years ago. .
A former professor at
Latvian State University,
Milshtein . quit his post
shortly before applying to
emigrate. His wife, a
psychiatrist, was able to
continue her work while
Oleg was forced to accept a
position as a loader in a beer
factory.
The NCSJ learned that
during Milshtein's wait,
officials from his univer-
sity had told the Office of
Visa Registration that
they had no objection to
his leaving the USSR and
that he had not been ex-
posed to any secrets.
In a related development,
the Al Tidom Association
reported that Soviet Jewish
refusnik, Michael Manos,
recently was beaten by
KGB agents and accused of
being a "traitor to the
Motherland, who achieved a
high position and now
wants to run to Israel." He
was taken to police head-
quarters, tried for
hooliganism and sentenced
to serve 15 days in jail.
Another refusenik,
Anatoly Starkman, and his
family are living in terror of
harassment by the Soviet
authorities, Starkman, a
42-year-old mechanical en-
gineer, has been refused
permission to emigrate to
Israel because through his
job, he could have been ex-
posed to secret information.
Starkman left the job in
1968.

Starkman has been ar-
rested numerous times and
has served several 15-day
jail terms on trumped up
charges. Starkman and his
wife, Miya, are constantly
summoned for interroga-
tions and their apartment
has been searched numer-
ous times.
Meanwhile, Avital
Sharansky, wife of im-
prisoned emigration
spokesman Anatoly
Sharansky, accompanied
by her brother Mikhail
Steglitz, have embarked
on a coast-to-coast cam-
pus drive to gain support
for an international stu-
dent hunger strike set for
the March 15 anniversary
of Sharansky's arrest by
the KGB. The tour and
fast is being jointly coor-
dinated by the Student
Struggle for Soviet Jewry
and Union of Councils for
Soviet Jews.
Sharansky remains in-
communicado in Moscow's
Lefortovo Prison. Neither
his family, friends or a
lawyer have been permitted
to see him. Those interested
in joining the hunger strike
