Begin Denounces Terrorists Who Doctored Israel Oranges

TEL AVIV (JTA) — Pre-
- mier Menahem Begin an-
grily denounced Palesti-
. nian terrorists who injected
mercury into Israeli citrus
fruits in Europe in an at-
tempt to sabotage one of the
country's principal exports.
It was reported, mean-
while, that Israeli security
services are cooperating
with their European coun-
terparts to apprehend the
perpetrators. Security cir-
cles said that efforts will be
made to locate the terrorist
command post which issued
- the orders to poison the
oranges. But they acknow-
ed that it - will not be
to protect the fruit.
sraeli citrus exporters
are facing a disastrous sea-
son. With much of the crop
yet to be shipped abroad, Is-
rael's merchant marine has
been paralyzed by a strike
for the past two weeks. The
panic in Europe over the cit-
rus poisoning has already
drastically cut sales.
_ (Meanwhile, the sale of

and vegetable markets
today. But the Israeli Cit-
rus Marketing Board
said the panic was re-
stricted to London where
the press gave prominent
coverage to the contami-
nated fruit found on the
Continent. A poisoned
orange was found in--a
Jewish shop in London
Tuesday.

(The situation_was worse
in West Germany where
many 'importers and
supermarkets cancelled or-
ders for Israeli citrus after
small quantities of poisoned
oranges were found in
Frankfurt and Darmstadt.
The Bonn Health Ministry
warned people not to eat the
Israeli fruit.
The Netherlands Health
Ministry disclosed that not
only Israeli oranges but
oranges imported from-
Spain were found to be con-
taminated. The, fruit
reached H011and through
–
Antwerp.

- (Israeli oranges con-
tinued to be sold through-
out Switzerland. No
poisoned fruit has been-
found in that country. Most
of Switzerland's citrus im-
ports from Israel come via
the Adriatic rather than
Western European ports.)

Carter Messages to Begin
Opposing Settlements Aired

.

WASHINGTON (JTA) —
The State Department dis-
closed that President Carter
sent three personal mes-
sages to Menahem
Begin last month expres-
sing strong opposition to Is-
raeli settlement policies in
Sinai and on the West Bank.
The chronology of'messages
was released by the State
Department's chief
spokesman, Hodding Carter
on instructions from the
White House.
The disclusure of the Car-
ter messages to Begin was
apparently __in response to
reports in Washington and.
from Israel that the U.S.
had not raised any serious
objections to the course the
,Israeli government was fol-
lowing with respect to the
settlements. Washington
Post columnist Joseph
Kraft wrote Tuesday that
no great protest" was made
by the administration when
it was informed on Jan. 5
that Israel planned four
new settlements of the oc-
cupied West pank.
White House Press Sec-
retary Jody Powell told re-
porters that "it.is incorrect
to say that the United
States did not react strongly
, and immediately."

oranges were injected
with mercury after they
were unloaded at
Antwerp. Checks of food
stores in Belgium failed
to turn up any contami-
nated fruit but food in-
spectors were ordered to
keep checking new
supplies.

The chronology con-
tinued: "On Jan 9, Prime
Minister Begin informed
the President of his gov-
ernment's decisions con-
cerning Israeli settlement
activities in the Sinai and
the authorization for new
settlements in the military
sites in the West Bank. On
Jan. 10, the President sent a
letter to Prime Minister
Begin responding to his let-
ter of the 9th, restating our
concern about the settle-
ments and the effect they
would have on the peace
process.- On Jan. 23, a
number of Gush Emunim
settlers declared that a
,permanent civilian settle-
ment would be erected at
Shiloh. On Jan. 27, the
President sent a short mes-
sage. to Prime Minister
Begin regarding the Shiloh
settlement and restating .
the U.S.. position. _
The U.S. -position has al--
ways been that the estab-
lishment of Jewish settle-
ments in the occup.d Arab
territories was in contra-
vention of the Geneva con-
vention governing the. con-
duct of an occupying power
and, therefore, "illegal",
and that such settlements.
constitute an obstacle to
peace in the Middle East.

"A prison outside of
any single nation's con-
trol would reduce these
risks,7" he said urging
that provision for such a
jail be included in Sen
Abraham • Ribicoff's
anti-terrorist bill (S-2236)
now before the Senate
Gommittee on Gov-
ernmental Affairs.
